Amid bedlams and protests from the Opposition parties Finance Minister Pranajit Singh Roy tabled the budget of 2023-24 on the first day of the assembly on Friday. Five MLAs were also expelled from the House for inappropriate behaviour and later the opposition staged walk out.
However, unperturbed at the pandemonium Finance Minister Pranajit Singh Roy tabled the budget of Rs 27,654 crore for the year 2023-24. The budget showed about 9.87 percent increase of the previous budgets. But there is a deficit of Rs 611.3 crore.
The budget also proposed several new schemes and gave stress on education, health and agriculture with increased budget allocations. Special emphasis was given on employment generation and poverty alleviation.
One of the most important features of the budget was introduction of a health insurance scheme CM-Jana Arogyo Yojan (CMJAY) covering all the 4.75 lakhs families. The Scheme aims at providing highest Rs 5 lakh per family in the form of Ayushman schemes. Importantly the government employees would also be included in the scheme. It is believed that every year the state government ould have to pay Rs 59 crore for the purpose.
Anyone taking health care service from any hospital out of 26,000 hospitals of the country that are covered by the Ayushman schemes would get the benefit. Apart from that treatment done in any of 133 hospitals ( 130 government and also 3 private) of the state would also be covered. This scheme would also cover Speciality or super seciality servces.
The assembly began with uproarious scenes as opposition legislators started demanding actions against BJP MLA Jadab Lal Nath who had been found to be allegedly watching some adult content in his mobile in the last session.
At a point of time the opposition MLAs trooped to the Well and started shouting. TIPRA Motha MLA Brishaketu Debbarma was also seen throwing paper balls to Speaker Biswabandhu Sen.
At a point of time the Speakers expelled five MLAs – Sudip Roy Barman ( Congress), Nandita Reang, Brishaketu Debbarma , Ranjit Debbarma * TIPRA Motha) and Nayan Sarkar (CPM). Later the opposition staged walk out.
