Gauhati High Court Chief Justice Ashutosh Kumar praised Mizoram Chief Minister Lalduhoma for his government’s strong commitment to strengthening the state’s judiciary, highlighting key judicial reforms, infrastructure development, and progress in establishing the Mizoram State Human Rights Commission.
Gauhati High Court Chief Justice Ashutosh Kumar has commended Mizoram Chief Minister Lalduhoma and his government for their remarkable commitment to strengthening the judiciary in the state. During his official visit to Mizoram on Sunday, the Chief Justice acknowledged the government’s initiatives and achievements in enhancing the state’s judicial infrastructure and administration.
According to an official from the Chief Minister’s Office (CMO), Chief Minister Lalduhoma met Chief Justice Ashutosh Kumar during his visit and extended his gratitude for the Chief Justice’s engagement with Mizoram’s judicial framework. The Chief Minister highlighted the state government’s ongoing efforts to improve judicial efficiency and accessibility across Mizoram.
Judicial Reforms and Infrastructure Development
The Mizoram government, under Chief Minister Lalduhoma’s leadership, has prioritized judicial reform as part of its governance agenda. The CMO official stated that the Chief Minister emphasized the state’s progress in modernizing court facilities, streamlining case management, and ensuring better access to justice for citizens in remote areas.
The government’s recent focus on infrastructure development has led to substantial improvements in court buildings and related facilities. Former Chief Justice of India D.Y. Chandrachud inaugurated the new building of the Aizawl Bench of the Gauhati High Court in September 2023, marking a major milestone in Mizoram’s judicial evolution. The state-of-the-art facility has been designed to provide a more efficient and citizen-friendly environment for both judicial officers and litigants.
Focus on Human Rights and Legal Access
During the meeting, Chief Minister Lalduhoma also discussed the government’s ongoing initiatives to establish the Mizoram State Human Rights Commission — a crucial step toward ensuring the protection of fundamental rights and addressing human rights concerns within the state.
The proposed Commission, once operational, will serve as a key institution for the protection and promotion of human rights, complementing the judicial system in maintaining justice and accountability. The Chief Minister reaffirmed his administration’s commitment to ensuring that every citizen of Mizoram can access timely and fair legal redress.
Justice Ashutosh Kumar, in response, expressed his appreciation for these efforts, noting that Mizoram’s consistent support for judicial independence and improvement has strengthened the credibility and effectiveness of the justice system. He also commended the state’s dedication to modern judicial practices and digital integration aimed at improving transparency and efficiency in court operations.
Judicial Collaboration Across the Northeast
The meeting between the Chief Justice and the Chief Minister was also attended by Justice Michael Zothankhuma, Judge of the Gauhati High Court, who represents Mizoram in the larger judicial framework of the Northeast.
The Gauhati High Court has long held a unique position in India’s judicial structure, serving as the common High Court for seven Northeastern states — Assam, Arunachal Pradesh, Nagaland, Mizoram, Manipur, Meghalaya, and Tripura — until March 23, 2013. On that date, separate High Courts for Manipur, Meghalaya, and Tripura were inaugurated, while Mizoram, Nagaland, and Arunachal Pradesh continue to host permanent benches of the Gauhati High Court in their respective capitals.
Recently, the judiciary in the region has witnessed major infrastructural progress. On August 10, 2024, Chief Justice of India B.R. Gavai inaugurated the newly constructed state-of-the-art building of the Gauhati High Court’s Itanagar Permanent Bench, symbolizing the continued expansion and modernization of judicial facilities across the Northeast.
Commitment to a Stronger Judicial System
The Gauhati High Court Chief Justice’s remarks stand as a testament to Mizoram’s growing emphasis on judicial development and rule of law. With the support of the state government, Mizoram’s judiciary is being strengthened to deliver faster, fairer, and more accessible justice.
