In what can be called a pleasantly surprising move Governor Satyadev Narayan Arya nominated a member of small ethnic group Kaipeng in the Tripura Tribal Areas Autonomous District Council (TTAADC).  This is for the first time a Kaipeng was nominated in the TTAADC by the Governor. As per the sixth schedule the out of 30 member TTAADC, two members are nominated by the Governor of the state. The nominations were however, done at the advice of the state government.
This time Governor Arya nominated Shibsen Kaipeng resident of Lasmidhan Para, in Taidu under Gomati District and Bidyut Debbarma, resident of Maharani in Salema under Dhalai.
In Tripura Kaipengs, a sub group of the Halam communities, are very small ethnic group and their representations at various levels including policy making also remained largely ignored so far. The decision of nomination of  Shibsen Kaipeng is thus believed to be a much awaited recognition and booster in all aspects for the ethnic group- especially inspiring and encouraging them to be more active in policy making implementation.
