The Election Commission has restricted fresh/ ad-hoc appointment or promotion in any of the Government Department, Government undertakings, Companies, Corporations or any other Autonomous Bodies under the state government. The order came in view of the by-elections to four assembly constituencies,

According to the memorandum, no fresh/ ad-hoc appointment or promotion shall be made in any of the Government Department, Government undertakings, Companies, Corporations or any other Autonomous Bodies under the State Government. No transfer of officers or employees shall be made in any of the Departments or Institutes.

Leave should not normally be granted to any Government officers employees except on medical grounds (to be certified by State Government doctor) or in exceptional circumstances.

In case of officials drafted for Election duties application even for casual leave will not be entertained unless it is necessary on medical ground.

No officer/ staff should be deputed for training except with the specific approval of the Chief Secretary.

According to the memorandum, the restrictions will come into force with immediate effect in the district(s) in which the whole or any part of the Parliamentary/ Assembly Constituency going for election is included.

In the meantime the EC also sent a notice to Chief Minister Dr Manik Saha’s office relating to violation of Model Code of Conduct.

The Election Commission has served a notice to principal private secretary (PPS) of Chief Minister Dr. Manik Saha over alleged violation of Model Code of Conduct.

In reference to a complaint raised by CPI-M state secretary Jitendra Chaudhury, PPS to the Chief Minister- Goutam Chakraborty has been asked to submit/ reply regarding the complaint within three days from the date of receipt of the Notice.

The CPI-M state secretary lodged a complaint with the Chief Electoral Officer (CEO) on May 28 last citing violation of Model Code of Conduct by the Chief Minister, Tripura by using government transportation and combining official works with electioneering works during his visit to North Tripura and Dhalai districts.

 “….. as per ECI instructions Contained in Chapter VII of Manual on Model Code of Conduct that no Ministers belonging whether to Central Govt. or State Govt shall combine in any manner their official tours with election work after the announcement of the bye-elections and the Ministers are entitled to use their official vehicles in their headquarters from their place of residence to their office for official work provided that such commuting is not combined with any electioneering or any political activity which would include a visit to party office even it were en-route,” the notice reads.

Meanwhile, the Model Code of Conduct has come into force from May 25 in the area in 6-Agartala assembly constituency and 8-Town Bordowali assembly constituency of West Tripura District and whole part of the North Tripura and Dhalai districts for bye-election in 57-Jubarajnagar AC and 48-Surma (SC) AC respectively.
