Assam Chief Minister Himanta Biswa Sarma has confirmed that over 150 individuals have been arrested in connection with the recent communal unrest in Dhubri district, which erupted following a sensitive incident during Eid al-Adha. Speaking during his second visit to the troubled border district in just ten days, the Chief Minister also revealed that the alleged mastermind behind the violence has been identified by the authorities.

The unrest was reportedly triggered by the discovery of cattle remains near the Hanuman Mandir in Ward No. 3—a temple located in a communally sensitive area of Dhubri town. The incident occurred during Eid al-Adha celebrations and quickly escalated into widespread tensions, disrupting public order and alarming residents of the region.

Chief Minister Sarma, addressing the media after holding a high-level review meeting at the Dhubri Circuit House, reiterated the state government’s zero-tolerance policy towards communal violence. “The mastermind has been identified. So far, more than 150 arrests have been made, and investigations are progressing swiftly,” he said. The meeting was attended by top administrative and police officials, including the Chief Secretary, Director General of Police, Inspector General (Law & Order), District Commissioner, and the Senior Superintendent of Police.

Reinforcing the seriousness of the situation, Sarma highlighted that shoot-at-sight orders remain in place during the night curfew. “Our intention is clear—we will not allow anyone to disturb public harmony. The curfew is being strictly enforced, and any violation will be dealt with sternly,” he warned.

In a significant strategic move, the Chief Minister also disclosed ongoing discussions with the Indian Army to establish a permanent military base in Dhubri. “We are in talks with the appropriate authorities. A permanent army camp in Dhubri would not only enhance security but also serve as a long-term deterrent to future incidents,” he said. Dhubri’s location near the Bangladesh border adds to the complexity of maintaining law and order, making the need for a permanent military presence more pressing.

To prevent any recurrence of violence, intelligence and police operations have been intensified in various key locations across the district. The district administration continues to enforce partial curfews and maintain heightened security, especially in areas identified as sensitive.

Sarma also addressed the underlying issues during his visit, acknowledging that land-related disputes are among the factors contributing to unrest in the region. “We took up several land-related concerns during the meeting. These issues are being reviewed and will be gradually resolved through appropriate legal and administrative channels,” he said.

The unrest has sparked a wider political debate across Assam, with leaders from various parties demanding swift justice and accountability. Civil society organizations and religious groups have also appealed for calm, urging citizens to cooperate with law enforcement and help maintain communal harmony.

Normalcy has gradually returned to many parts of Dhubri town following the administration’s proactive measures. However, security forces remain on high alert, and peacekeeping operations continue. According to officials, the situation is being monitored round-the-clock to prevent further escalation.

This latest wave of communal disturbance has once again underscored the fragile nature of communal relations in certain parts of Assam, particularly in districts like Dhubri that share international borders and have a complex demographic makeup.

Chief Minister Sarma assured the public that the state government is committed to preserving peace and holding accountable all those involved in inciting violence. “We are working tirelessly to ensure that those responsible face the full force of the law,” he said.

As investigations continue and arrests rise, the administration’s next focus is on community outreach and rebuilding trust among residents. The hope is that with sustained efforts, Dhubri can move forward from the unrest and return to lasting peace and stability.
