Union Home Minister Amit Shah on Friday announced that the Centre is preparing to launch pilot projects for a comprehensive “Smart Border” system at seven to eight locations across the country, including strategic border regions, as part of a broader quadrilateral security strategy designed to strengthen India’s border management and national security framework.

Addressing Border Security Force (BSF) personnel at the Lankamura Border Outpost (BOP) in Tripura, Shah said the concept of smart border management has entered its final stage and pilot projects are expected to begin next year. The initiative aims to integrate advanced technology, local administration, and dedicated security personnel to create a robust and effective border protection mechanism.

The Union Home Minister stated that the proposed quadrilateral security strategy would combine the efforts of district administrations, law enforcement agencies, village-level institutions, and border guarding forces to ensure seamless coordination in securing the nation’s frontiers.

“The concept of smart borders is in its final stage. A pilot project will soon be launched simultaneously at seven or eight locations. Any challenges identified during the implementation phase will be addressed before expanding the initiative across the country’s entire border network,” Shah said.

He underlined that effective border management cannot rely solely on security forces and technological interventions. According to him, local administrative participation is essential to make borders truly secure and impregnable.

Shah said district magistrates, superintendents of police, village patwaris, and sarpanches would be integrated into the border security framework. Their involvement would help improve intelligence gathering, monitoring, and rapid response to security challenges arising in border areas.

“Imagining border security in isolation will never be successful. Local administration must play a central role in border management if we want to achieve complete security,” he remarked.

Highlighting the strategic importance of Tripura, Shah described the Tripura Frontier as one of the country’s most significant border regions. The northeastern state shares a long international border with Bangladesh and remains a critical area for national security management.

To strengthen physical infrastructure along the border, the Home Minister announced that the government has approved the installation of 119 kilometres of new fencing. The new fencing will replace ageing sections of the nearly 650-kilometre-long border fence that have been in place for more than 15 years.

The modernization effort forms part of the Centre’s broader plan to improve surveillance capabilities and enhance border security through smart fencing technologies and upgraded infrastructure.

Shah also strongly reiterated the government’s commitment to preventing demographic changes resulting from illegal infiltration and gaps in border management systems.

“Tripura Frontier is very important for us. We will not allow demographic change by exploiting weaknesses in border management. Whether it is Tripura, West Bengal, or Bihar, demographic change must be addressed with seriousness and focus,” he said.

The Home Minister’s remarks come amid continued concerns regarding illegal cross-border activities, including infiltration, smuggling networks, human trafficking, and narcotics trade.

He noted that India’s developmental aspirations under Prime Minister Narendra Modi’s vision of becoming a fully developed nation by 2047 require a secure national environment free from threats posed by illegal border activities.

“India must be protected from challenges such as smuggling, human trafficking, and drug abuse if we are to realise the vision of a developed India by 2047,” Shah stated.

According to the Home Minister, the Government of India is building a smart security grid capable of ensuring security across multiple domains. He explained that smart fencing and the quadrilateral security grid concept would eventually become an integral part of the operational culture of all Central Armed Police Forces (CAPFs) responsible for border protection.

Apart from strengthening border infrastructure, Shah highlighted various welfare initiatives undertaken for BSF personnel and their families. He inaugurated newly constructed personnel accommodation facilities at the BSF’s 37th Battalion and laid the foundation stone for a Quarter Guard complex at the 97th Battalion.

He said the government remains committed to improving living conditions, housing facilities, and welfare measures for security personnel stationed in challenging border environments.

The Home Minister further noted that several infrastructure projects have already been completed at border outposts, including improved electricity supply, implementation of green energy solutions, and access to safe drinking water.

Given Tripura’s unique geographical position, Shah observed that the state remains highly sensitive from a security perspective as it is surrounded by international borders on three sides.

“The geographical location of Tripura makes it strategically significant. Therefore, strengthening border security here is a national priority,” he said.

Earlier in the day, on the occasion of World Environment Day, Shah participated in a plantation drive in Agartala and planted an agarwood sapling. He highlighted the environmental initiatives undertaken by various Central Armed Police Forces and security agencies.

According to Shah, personnel from all CAPFs have collectively planted more than 7.5 crore trees since 2019. Between 40 lakh and 60 lakh saplings are expected to be planted this year, while another two crore trees will be planted next year as part of ongoing environmental conservation efforts.

He also noted that non-surviving saplings would be replaced to ensure the success of the plantation campaign.

The Home Minister said India’s environmental achievements have earned global recognition, adding that the country successfully achieved its Paris Agreement commitments ahead of schedule.

As part of the nationwide World Environment Day campaign, more than five lakh saplings were planted across offices and institutions under the Ministry of Home Affairs, including the CAPFs, Assam Rifles, National Security Guard (NSG), Delhi Police, Narcotics Control Bureau (NCB), National Investigation Agency (NIA), and several other organisations.

The event was attended by Tripura Chief Minister Dr. Manik Saha, Union Home Secretary Govind Mohan, Intelligence Bureau Director Tapan Deka, Secretary (Border Management) Raj Kumar Singh, and BSF Director General Daljit Singh Chawdhary, among other senior officials.

The announcement of the Smart Border pilot project marks a significant step in India’s evolving border security architecture, with the government aiming to combine technology, local governance, and security expertise to create a stronger and more responsive border management system for the future.
