AMC has tabled a Rs 975.91 crore deficit-free budget for 2026-27, proposing the issuance of Rs 100 crore municipal bonds to finance key urban development projects. The budget emphasizes infrastructure growth, market modernization, healthcare expansion, drainage improvement, and enhanced civic amenities without introducing any new taxes.
The Agartala Municipal Corporation (AMC) on Monday presented a Rs 975.91 crore budget for the financial year 2026-27, outlining an ambitious roadmap for urban development, infrastructure expansion, healthcare improvement, and modernization of civic services. A key highlight of the budget was the proposal to issue municipal bonds worth Rs 100 crore, a first-of-its-kind initiative by any municipal corporation in the North Eastern region.
Presenting the budget during the AMC budget session, Mayor Dipak Majumder said the civic body aims to raise funds through municipal bonds to finance several major development projects across the city. The proposed bond issue is expected to support the modernization and renovation of four important city markets—Lake Chowmuhani Bazar, Durga Chowmuhani Bazar, GB Bazar, and Border Gol Chakkar Bazar.
According to the Mayor, the budget estimates total receipts of Rs 974.93 crore against an expenditure of Rs 975.91 crore, resulting in a marginal deficit of Rs 97.67 lakh. Despite the deficit, the civic body has not proposed any new taxes for residents, continuing its policy of avoiding additional tax burdens on citizens.
Majumder emphasized that the 2026-27 financial statement marks a historic milestone for the corporation as it is the first e-budget in the history of the Agartala Municipal Corporation. He said the move reflects the administration’s commitment to adopting modern governance practices and improving transparency in public administration.
Highlighting the significance of the municipal bond proposal, the Mayor stated that no other municipal corporation in the North East has yet introduced such a financing mechanism for public infrastructure projects. He expressed confidence that the initiative would open new avenues for resource mobilization and accelerate urban development efforts in the city.
A substantial portion of the budget, amounting to Rs 536.45 crore, has been earmarked for capital expenditure. The allocation is aimed at strengthening urban infrastructure and improving civic amenities for residents. Among the major provisions, Rs 108 crore has been allocated for infrastructure projects in different parts of Agartala.
The Mayor also informed that the Asian Development Bank (ADB) is extending financial support of Rs 167 crore for several urban development initiatives. These include the construction and improvement of 19 kilometers of roads, upgrading drainage systems, and establishing a new water treatment plant to enhance the city’s water supply infrastructure.
The budget further allocates Rs 20 crore under the Urban Infrastructure Development Fund (UIDF) to support ongoing and upcoming development projects. Additionally, Rs 1 crore has been earmarked for the establishment of slaughterhouses in selected locations, including Bhattapukur, Pratapgarh, and the Pragati School area, with the objective of improving sanitation and public health standards.
In another significant announcement, the civic body plans to install three new electric furnaces at the Battala and Chinaihani cremation grounds. Efforts are also underway to modernize burial facilities used by minority communities, ensuring better civic services and infrastructure for all sections of society.
To strengthen revenue collection and administrative efficiency, AMC will introduce tax collection systems across all ward offices. Majumder noted that since 2021, the corporation has refrained from introducing any new taxes and has instead focused on enhancing revenue generation through administrative reforms and improved collection mechanisms.
The Mayor also announced plans to establish a 50-bed paperless Agartala Civil Hospital. The proposed healthcare facility will offer specialist outpatient services during evening hours, improving access to quality healthcare for city residents while embracing digital healthcare management systems.

Describing the budget as development-oriented, Majumder said it reflects a comprehensive strategy focused on sustainable urban growth, infrastructure creation, modernization of public facilities, and expansion of civic services. The proposed investments are expected to significantly improve the quality of life for residents while supporting Agartala’s transformation into a modern and resilient urban center.
With the introduction of municipal bonds, the launch of the corporation’s first e-budget, and major allocations for infrastructure and healthcare, the AMC has set an ambitious agenda for the coming financial year, signaling a new phase of urban development in Tripura’s capital city.
