Rising geopolitical tensions across the Middle East are increasingly disrupting global humanitarian operations, with the United Nations refugee agency warning that escalating instability is severely affecting aid delivery systems worldwide. The impact is being felt far beyond conflict zones, particularly through strained supply chains and rising operational costs that threaten the timely distribution of life-saving assistance.

According to the United Nations High Commissioner for Refugees (UNHCR), insecurity around critical maritime corridors—especially near the Strait of Hormuz—has significantly disrupted shipping routes. These disruptions have forced humanitarian agencies to rely on longer, more expensive alternatives, leading to delays and logistical complications in delivering essential supplies such as food, fuel, and medical aid.

UNHCR spokesperson Carlotta Wolf highlighted the cascading consequences of these disruptions during a recent press briefing. She emphasized that increasing transportation and procurement costs are disproportionately affecting already vulnerable populations, including millions of refugees and internally displaced persons. As operational expenses climb, aid agencies face mounting challenges in maintaining efficiency and meeting urgent humanitarian needs.

The crisis has triggered a notable rise in global freight rates, which have surged by approximately 18 percent since the onset of hostilities. At the same time, the operational capacity of UNHCR’s global transport providers has dropped sharply—from 97 percent at the beginning of the year to just 77 percent. This decline is contributing to slower response times and reduced delivery capabilities in critical regions.

In some cases, transportation costs have more than doubled. For instance, the expense of moving relief supplies from UNHCR’s global stockpiles in Dubai to operations in Sudan and Chad has seen a dramatic increase. These rising costs are not only stretching humanitarian budgets but also limiting the scale and speed of assistance.

Africa, already grappling with multiple overlapping displacement crises, is among the hardest-hit regions. In Kenya, a key logistics hub for UNHCR, a recent 15 percent increase in fuel prices has led to delays and reduced availability of trucks for aid shipments. This has directly impacted supply routes to countries such as Ethiopia, the Democratic Republic of the Congo, and South Sudan.

Sudan presents a particularly alarming scenario, where the cost of delivering humanitarian aid has doubled in recent months. Additionally, rerouting shipments around the Cape of Good Hope—due to unsafe maritime conditions—has extended delivery times by up to 25 days, further exacerbating the crisis.

Humanitarian experts warn that if instability in the Middle East continues, the situation could deteriorate further. Rising costs, extended delays, and shrinking transport capacity are expected to place even greater strain on already overstretched aid systems. This could leave millions without timely access to essential resources, deepening the humanitarian crisis on a global scale.

The UNHCR has called for urgent international attention and coordinated efforts to stabilize supply chains and ensure that aid reaches those most in need without further delay.
