In a milestone for urban development in Northeast India, Manik Saha has announced the successful completion of all 65 projects under the Smart Cities Mission in Agartala by June 30, 2025. Addressing the state Assembly on Thursday, the Chief Minister described the achievement as not merely infrastructural progress, but a transformative shift toward citizen-centric governance.

According to Dr. Saha, the Smart City Mission has ushered in a new model of urban administration that emphasizes transparency, integrated planning, and public participation. “This is not just about roads, buildings, or beautification. It is about creating systems where citizens are directly connected to governance and services,” he said, highlighting the broader vision behind the initiative.

Urban policy observers point out that Agartala’s Smart City journey stands out for its inclusive and innovative approach. One of the most notable reforms has been in waste management. The city has introduced a system where organic waste is processed into compost and redistributed to farmers, creating a sustainable link between urban households and rural livelihoods. This circular model not only reduces landfill pressure but also supports the agricultural economy.

In addition, recycling initiatives have opened new opportunities for local entrepreneurs. By integrating waste management with municipal supply chains, the city has turned environmental challenges into economic prospects. Small businesses are now actively participating in recycling operations, contributing to both employment generation and sustainable development.

Financial accountability has been another cornerstone of the mission. The Tripura government has submitted utilisation certificates for nearly the entire expenditure of Rs 541.04 crore under the Smart City projects. This move has been widely appreciated as a strong step toward ensuring transparency in public spending. Moreover, ward-level data has been made publicly accessible, allowing citizens to assess how development has been distributed across different parts of the city.

Experts believe that this level of openness is encouraging public discourse on equitable urban growth. By making data available, the administration has empowered residents to question, engage, and participate in governance processes more actively.

While the formal phase of the Smart City Mission has concluded, Agartala’s development journey is far from over. The city is now entering a new phase of transformation with projects funded by the Asian Development Bank. Key initiatives include the construction of smart roads and the ambitious Panchabati–Battala corridor project, both aimed at enhancing urban mobility and resilience.

Urban analysts argue that the true success of the Smart City Mission lies in its shift from a top-down governance model to one that integrates infrastructure, environmental sustainability, and citizen participation. This evolution reflects a broader trend in urban planning where cities are designed not just for efficiency, but for inclusivity and adaptability.
