Reaffirming his government’s unwavering commitment to peace and stability, Neiphiu Rio on Tuesday reiterated that the state administration continues to play a proactive and facilitative role in resolving the long-standing Naga political issue. He emphasised that the government remains fully supportive of ongoing negotiations and is working diligently to create conditions conducive to an early, honourable and lasting settlement.

Participating in the motion of thanks to the Governor’s address in the Nagaland Legislative Assembly, the Chief Minister highlighted the state’s consistent engagement in expediting dialogue between stakeholders. He underlined that peace and unity remain central to the aspirations of the Naga people and reiterated that the government stands ready to assist in any constructive effort aimed at resolving the protracted issue.

FNTA Process and Eastern Nagas’ Participation

Touching upon the issue of the Frontier Nagaland Territorial Authority (FNTA), Rio stated that the government remains guided by the foundational principles outlined in the Memorandum of Agreement (MoA). He expressed optimism about continued cooperation and active participation from the Eastern Naga People’s Organisation in moving the process forward.

He stressed that inclusive dialogue and mutual trust are essential for strengthening democratic institutions and ensuring equitable development across all regions of the state. The Chief Minister maintained that the government is committed to transparency and sustained engagement in addressing concerns raised by Eastern Nagas.

Vande Mataram Debate Referred to Select Committee

On the issue of playing Vande Mataram, the National Song, in the Assembly, Rio acknowledged the diverse opinions expressed by legislators. He noted the historical importance of the song while underscoring that India’s strength lies in its pluralism, secular ethos and constitutional values.

To ensure a well-considered approach, he proposed that the matter be referred to a select committee of the House. The committee will undertake a detailed examination, including legal consultation, before arriving at a final decision. This move, he said, would uphold democratic principles and promote consensus-based governance.

Census 2027 and Law and Order Measures

The Chief Minister also sought cooperation from elected representatives, civil society organisations and all stakeholders to ensure the smooth conduct of Census 2027 in the state. He announced that a comprehensive briefing session would soon be organised for members and party functionaries to sensitise them about various aspects of the national exercise.

Addressing concerns related to extortion and law and order, Rio asserted that the government maintains a zero-tolerance policy toward criminal activities. He reaffirmed that strict measures would continue to be enforced to safeguard peace and ensure the security of citizens.

Education Reforms and Agricultural Support

Regarding the rationalisation and redeployment of teachers, Rio clarified that the matter is under detailed examination. He explained that demographic shifts and declining enrolment in certain areas necessitate optimal utilisation of teaching personnel to maintain efficiency in the education sector.

Acknowledging marketing challenges faced by farmers, the Chief Minister stated that the government is exploring institutional mechanisms to improve market access and provide better price support for agricultural produce. Strengthening the agricultural value chain remains a key priority for the state administration.

Employment, Skill Development and Technology Focus

On unemployment, Rio highlighted ongoing skill development and entrepreneurship initiatives aimed at bridging the gap between education and employability. He stressed the importance of vocational and technical training aligned with emerging sectors such as artificial intelligence and digital technology, positioning Nagaland’s youth for future-ready careers.

Stand Against Racial Discrimination

Strongly condemning incidents of racial discrimination against people from the Northeast, the Chief Minister said such acts contradict the spirit of national unity and inclusiveness. He reaffirmed the government’s commitment to protecting the dignity and constitutional rights of all citizens and called for collective responsibility in upholding these values.

Foothill Road Project Progress

With regard to the Foothill Road project, Rio informed the House that discussions have been held with the Ministry of Road Transport and Highways. However, challenges related to land acquisition and forest clearance continue to hinder progress. He appealed to landowners and stakeholders to extend their cooperation to ensure timely completion of the infrastructure project, which is crucial for enhancing connectivity and boosting economic growth in the state.

Reiterating his government’s focus on peace, development and inclusive governance, Rio assured that sustained dialogue, firm law enforcement and forward-looking reforms will remain central to Nagaland’s progress.
