Manipur has taken a significant step in its digital governance journey by laying the foundation for the integration of artificial intelligence (AI) into governance and public service delivery. Senior officials underscored that AI will play a vital role in improving efficiency, transparency, and accessibility of government services, marking a pivotal moment in the state’s push towards citizen-centric governance.

Thokchom Kiran Kumar, Secretary (IT), Government of Manipur, said the state is actively exploring the use of AI in key areas such as legal case management and GIS-based habitation mapping of villages. These efforts, he noted, are not just technical upgrades but critical steps toward redefining how governance is delivered in Manipur. “AI capacity-building is the foundation for improving governance in the state,” he said, while addressing participants at a major event in Imphal.

The Ministry of Electronics and Information Technology (MeitY), in a statement released on Sunday, confirmed the importance of these initiatives, highlighting that Manipur is one of the states taking proactive measures to adopt AI-driven solutions for governance.

Capacity Building Through AI Workshop

To accelerate the adoption of AI in governance, the Department of Information Technology (DIT), Manipur, in partnership with the National e-Governance Division (NeGD) under MeitY, organized a two-day capacity-building workshop titled “AI for Good Governance.” The workshop aimed at building awareness, enhancing knowledge, and strengthening the ability of senior officials to integrate AI tools and frameworks into their respective departments.

As part of NeGD’s Capacity Building initiative, the programme is designed to familiarize government officers with global best practices, real-world applications, and hands-on exposure to AI-based governance models. More than 50 senior officers from different departments participated, including all Deputy Commissioners of the state, reflecting a collective commitment to digital transformation.

Delivering the welcome address, Nambam Deben, Director (IT), Manipur, extended gratitude to participants and dignitaries. He emphasized that capacity-building efforts such as these are essential to ensure government officers are equipped with the right skills and knowledge to drive AI-led initiatives in the state.

Commitment to AI-Driven Governance

Potsangbam Henry, Head of the State e-Mission Team (SeMT), Manipur, highlighted the collaborative role of the IT Department and NeGD in making the initiative a success. He praised the active participation of officers, noting that such engagement reflects the seriousness with which the government is approaching the AI revolution. “SeMT remains committed to supporting AI-driven governance and ensuring that citizens benefit from cutting-edge technologies in public administration,” he said.

The workshop not only served as a training ground but also as a platform for policy dialogue, bringing together various stakeholders to explore how AI could transform service delivery in areas ranging from judicial efficiency to rural development.

A Landmark in Digital Transformation

Officials emphasized that the state’s AI initiatives are not limited to technological adoption but also extend to building an institutional framework for sustainable digital transformation. By focusing on capacity building, Manipur is laying the foundation for embedding AI deeply into governance, ensuring long-term benefits for both administration and citizens.

Through the NeGD’s Capacity Building scheme, government officers are provided with domain expertise, tested AI models, and access to proven practices in governance. This approach ensures that AI adoption is not fragmented but well-aligned with the state’s long-term digital vision.

Experts at the event reiterated that AI-based governance would make services more transparent, reduce bureaucratic delays, and enhance accountability, thereby boosting citizens’ trust in government institutions. Legal case management systems powered by AI are expected to speed up judicial processes, while GIS-based habitation mapping will improve planning and resource allocation at the grassroots level.

Looking Ahead

The AI capacity-building initiative represents a landmark in Manipur’s governance reforms. With the state government’s commitment, backed by support from MeitY and NeGD, officials believe that AI will soon be embedded in multiple layers of administration, making governance more efficient and inclusive.
