Tripura CM Dr. Manik Saha unveiled the State Disaster Management Plan 2024–25, launching tech-driven projects like automated weather stations, equipment portals, and training schemes. He emphasized AI, modern tools, and skilled volunteers to boost disaster response and minimize damage across the state.
Tripura Chief Minister Dr. Manik Saha on Monday unveiled the State Disaster Management Plan for 2024–25, highlighting the critical importance of modern technology and skilled manpower in managing disasters effectively. Speaking at the State Secretariat’s Conference Hall, Dr. Saha launched several major initiatives under the Revenue Department, aimed at strengthening the state’s disaster preparedness and response systems.

In his address, the Chief Minister emphasized that the integration of modern technology and artificial intelligence is essential to minimizing the loss of life and property during natural and man-made disasters. “We are in an era of technology and artificial intelligence. These must be utilized effectively in disaster management,” Dr. Saha said.
Multiple Projects Virtually Launched
During the event, the Chief Minister virtually inaugurated multiple initiatives, including:

A Technology Demonstration Unit at Hapania, constructed at a cost of ₹50 lakh,

The Civil Defence Training Scheme,

26 Automated Weather Stations and rain gauges across the state,

A Disaster Management Equipment Verification Portal, and
-
The Change of Land Use (Diversion of Land) Portal.
These projects aim to enhance forecasting, monitoring, and quick response mechanisms in disaster-prone areas of Tripura.
Training of First Responders
One of the major highlights of the new disaster management approach is the focus on capacity building. Dr. Saha announced that thousands of volunteers will be trained at the Hapania Technology Demonstration Unit to act as first responders in emergencies. Under the Civil Defence Training Scheme alone, 2,880 volunteers will undergo professional disaster response training.
The Chief Minister thanked Prime Minister Narendra Modi and Union Home Minister Amit Shah for selecting Tripura under this centrally supported scheme, underlining the importance of central-state cooperation in disaster mitigation efforts.
Weather Monitoring and Forecasting Infrastructure
Recognizing the importance of accurate weather forecasting, Dr. Saha informed the gathering that 26 automated weather stations and rain gauges have been installed throughout Tripura. These units will significantly improve the state’s early warning systems and forecasting accuracy. Additionally, he revealed plans for installing a Doppler Weather Radar Station in Belonia, a move expected to provide real-time data on impending weather threats.
Digital Tools for Better Disaster Management
The Disaster Management Equipment Verification Portal, launched at the event, will enable real-time tracking of essential equipment stationed at district and sub-divisional levels, as well as within Tripura State Rifles (TSR) battalions. This tool is expected to reduce delays and confusion during emergencies by offering a clear and updated inventory of available resources.
The Change of Land Use Portal was also introduced to bring transparency and efficiency to land-use approval processes. According to the CM, this platform will not only ensure faster clearances but also make the process more investor-friendly.
Learning from Past Disasters
Dr. Saha recalled recent natural disasters like cyclones Sitrang (2022), Mocha (2023), Remal (2024), and the floods of 2018 and 2024, which exposed vulnerabilities in disaster preparedness. These experiences, he said, underline the urgent need to plug operational gaps and strengthen advance planning, including the efficient management of relief camps.
He also pointed out that the 2024–25 State Disaster Management Plan reflects the visionary leadership of Prime Minister Modi, aiming to build a disaster-resilient Tripura by harnessing modern tools and trained manpower.

Sinha described the new plan as more than a framework—“a reflection of Tripura’s collective efforts, active participation, and significant technological progress.” The event also featured remarks from DGP Anurag, PCCF R.K.
