Tripura CM Manik Saha launched TSAAF and TSQAAF to assess and enhance school education quality. Aligned with NEP 2020, the frameworks aim to foster excellence, accountability, and full literacy, with improved exam results and reduced dropout rates. Tripura is now India’s third fully literate state.

Tripura Chief Minister Dr. Manik Saha on Friday launched the Tripura School Assessment and Accreditation Framework (TSAAF) and the Tripura School Quality Assessment and Accreditation Framework (TSQAAF)—comprehensive initiatives aimed at evaluating the performance of schools and fostering excellence across the state’s education system.

The launch, held at a state-level event, marks a major milestone in aligning Tripura’s educational goals with the National Education Policy (NEP) 2020. These frameworks are designed to ensure systematic, transparent, and consistent evaluations of school performance, with an emphasis on academic, infrastructural, and value-based development.

Vision for Excellence and National Development

Chief Minister Dr. Saha highlighted that the initiative aims to transform every school in Tripura into a centre of excellence, ultimately contributing to Prime Minister Narendra Modi’s vision of a “Viksit Bharat” (Developed India) by 2047.

“I want each school in Tripura to become a centre of excellence to fulfil Prime Minister Narendra Modi’s vision of a Viksit Bharat by 2047,” Dr. Saha stated.

He noted that Tripura has made remarkable strides in literacy and academic achievement. “Tripura has already become a fully literate state—the third in the country after Mizoram and Goa,” he said. “This year, pass percentages in Class 10 and 12 examinations have also improved significantly. Our CBSE-affiliated Vidyajyoti schools recorded notable growth, with pass rates in Class 10 and 12 increasing by 26% and 21%, respectively, compared to 2024.”

Addressing Teacher Shortage and Ensuring Quality

Dr. Saha acknowledged the pressing issue of teacher shortages in the state, which followed the Supreme Court’s upholding of the Tripura High Court’s decision leading to the termination of 10,323 teachers. He assured that the government is taking corrective measures.

“Everyone is aware of the vacuum in the teaching workforce. However, we are actively addressing the issue through the Tripura Teachers’ Recruitment Board (TRBT). Recently, 226 graduate and undergraduate teachers have been appointed, and more recruitment is on the way—all without compromising on quality,” he emphasized.

Frameworks to Drive Holistic Development

The TSAAF and TSQAAF are expected to be game-changers in shaping Tripura’s school education system. The frameworks are modeled after quality assurance mechanisms like NAAC in higher education, focusing on continuous institutional growth, accountability, and a culture of excellence.

The Chief Minister, who also holds the Education portfolio, stressed that education is more than acquiring certificates—it must play a role in instilling moral values and fostering social responsibility.

“Education is not just about acquiring formal certificates; it’s a vital catalyst for instilling moral values in life,” he posted on social media platform X.

Dr. Saha further underscored the importance of involving students in social and innovative activities, rather than focusing solely on career building.

“I have not found many students who secured top positions in board and university examinations in social and innovative activities,” he said.

He also urged teachers to go beyond the stipulated syllabus and inspire students to engage in creative and constructive pursuits. “As per NEP 2020, this approach will significantly enhance the performance of both students and teachers,” he added.

Literacy Achievement and NEP Implementation

Tripura’s educational progress has reached a new high with the successful implementation of the ULLAS (Understanding Lifelong Learning for All in Society) – New India Literacy Programme, which has pushed the state’s literacy rate to 95.6%, making it the third fully literate state in India.

“This is a matter of immense pride for the people of Tripura,” said Dr. Saha.

Senior officials of the Education Department also pointed out that the dropout rate at all levels of school education in Tripura is now below the national average, reflecting the success of continuous interventions and reforms.

A Step Towards a Brighter Future

With the introduction of TSAAF and TSQAAF, Tripura is now poised to set a benchmark for other states in school quality assessment and reform. These frameworks aim not only at institutional improvement but also at ensuring that education fosters well-rounded, socially responsible citizens.
