Tripura achieves 100% connectivity of its 1,194 gram panchayats with the e-GramSwaraj-PFMS interface, strengthening digital governance, online payments, participatory planning and auditing. The state also records high GPDP uploads, digital training participation and growing adoption of e-Panchayat applications to improve transparency and efficiency.
Tripura has achieved a significant milestone in strengthening digital governance at the grassroots level, with all 1,194 gram panchayats and equivalent institutions in the state connected to the e-GramSwaraj-Public Financial Management System (PFMS) interface during the 2025-26 financial year.
The achievement places Tripura among the states making substantial progress in adopting digital systems for Panchayati Raj institutions (PRIs), with technology increasingly being used for financial management, planning, auditing, procurement and monitoring of development activities.
According to data provided by the Union Ministry of Panchayati Raj, all 1,194 gram panchayats and equivalent institutions in Tripura were linked with the e-GramSwaraj-PFMS interface during 2025-26, representing 100 per cent connectivity. The information was provided by Union Minister for Panchayati Raj Rajiv Ranjan Singh in the Lok Sabha on Tuesday.
The state also recorded strong progress in online financial transactions. As many as 1,192 gram panchayats and equivalent institutions were brought under the online payment system during the financial year. The development is expected to support faster and more transparent processing of payments associated with panchayat-level activities and development programmes.
Tripura also uploaded 1,193 Gram Panchayat Development Plans (GPDPs) on the e-GramSwaraj portal during 2025-26. GPDPs are prepared through a participatory planning process, enabling local communities and elected representatives to identify development priorities and formulate plans according to local requirements.
The e-GramSwaraj platform forms part of the Union Ministry of Panchayati Raj’s e-Panchayat Mission Mode Project, which seeks to strengthen digital governance across Panchayati Raj Institutions in the country. The platform supports several functions, including digital planning, budgeting, accounting, auditing, asset management and monitoring of panchayat activities.
The integration of e-GramSwaraj with PFMS enables digital financial management and online payments. The platform has also been integrated with the Government e-Marketplace (GeM) for procurement of goods and services, while linkages with Bhashini support multilingual AI-based services. Integration with BSNL helps monitor BharatNet connectivity, while the India Meteorological Department (IMD) provides weather-related information.
Tripura has also made notable progress in digital auditing. During the 2024-25 audit period, audit reports had been generated for 1,193 of the state’s 1,194 gram panchayats and equivalent institutions through AuditOnline. The figures indicate a high level of adoption of digital audit mechanisms across the state’s grassroots governance structure.
Alongside technological adoption, the Ministry of Panchayati Raj has been focusing on capacity building among elected representatives, panchayat secretaries and other personnel. Training programmes are being conducted under the revamped Rashtriya Gram Swaraj Abhiyan, covering areas such as digital governance, e-Panchayat applications, preparation of GPDPs, information management and data-driven planning.
Tripura’s participation in digital governance and digital literacy training has also increased over the years. A total of 197 people participated in such training programmes in 2022-23, followed by 350 in 2023-24 and 300 in 2024-25. During the ongoing 2026-27 financial year, another 566 people had undergone training as of July 10.
Training related to Panchayat Development Plans has witnessed an even sharper rise. The number of participants increased from 1,985 in 2022-23 to 3,050 in 2023-24. Participation rose substantially to 12,084 in 2024-25 and further to 17,685 in 2025-26.
In the current 2026-27 financial year, 6,604 people had already participated in Panchayat Development Plan-related training as of July 10, reflecting continued emphasis on strengthening planning capabilities at the grassroots level.

The Ministry has said that capacity-building initiatives have contributed to greater adoption and use of e-Panchayat applications while improving the digital capabilities of panchayat personnel. Such measures are also aimed at enhancing transparency, accountability and efficiency in the Panchayati Raj system.
With all 1,194 gram panchayats and equivalent institutions connected to the e-GramSwaraj-PFMS interface, Tripura has achieved complete digital connectivity under the system. The combination of universal platform connectivity, widespread online payments, near-complete GPDP uploads and extensive training reflects the state’s growing adoption of technology for grassroots governance.
