Toyoake City Urges Residents to Limit Daily Leisure Screen Time to Two Hours

Toyoake City in Aichi Prefecture has become the first municipality in Japan to pass an ordinance urging residents to cap daily screen time to two hours for leisure use. Approved by majority vote, the ordinance takes effect October 1 and targets smartphones, PCs, and tablets. It excludes screen use for work, study, or household tasks, and carries no penalties.
 
The city hopes to combat excessive screen time and promote better sleep and family communication, especially among children. The ordinance advises children under 12 to stop screen use after 9 p.m., and those under 18 by 10 p.m. While some residents voiced concerns about interference in family life, officials emphasized the ordinance is advisory. The city council pledged regular reviews and clearer communication going forward.
