Who was supposed to receive the US fund and why ? Elon Must opens Pandora’s Box

Department of Government Efficiency, or DOGE, of the USA which is headed by Elon Musk has scrapped $29 million fund that was meant for “strengthening political landscape in Bangladesh”.
In a tweet Musk said the fund which was from ‘US taxpayers’ money’ will not be available for Bangladesh.
At the same time the DOGE also cancelled $21 million which was meant for India. The purpose was to ensure ‘voter turnout in India’.
Similarly US money for some other countries also scrapped.
The tweets immediately took to storms and the allegations of USA Deep State taking interest and seeking to influence the political and electoral process are strengthened.
While the purpose of the fund meant for Bangladesh –to strengthening political landscape- by and large is evident and clear, there is ambiguity and the language is vague as far as fund for India is concerned. It is not all clear what –the voter turnout in India- meant and who would have been the recipient.
There can be some oblique and veiled indication from another tweet that went along the India related one. The tweet said, $486 million allocated to the “Consortium for Elections and Political Process Strengthening,” including $22 million for "inclusive and participatory political process" in Moldova and $21 million for voter turnout in India.
If the Moldova reference is taken, it becomes obvious that the fund for India was meant to influence the country’s internal political process for some interested party or persons.
CNBC reported, “the DOGE move raises questions about foreign interference in the political process and how United States Agency For International Development, or USAID, funds are allocated, especially in the context of political activities in foreign countries”
Economist Sanjeev Sanyal in his X handle posted, "Would love to find out who received the $21 million spent to improve 'voter turnout in India' and the$29 million to 'strengthening political landscape in Bangladesh'; not to mention the $29 million spend to improve 'fiscal federalism' in Nepal. USAID is the biggest scam in human history."
Sanyal pointed out in a separate X post that IFES was linked to George Soros’s Open Society Foundation and was primarily funded by USAID and the US State Department.
