The Lok Sabha today passed the Manipur Goods and Services Tax (Amendment) Bill, 2025. It amends the Manipur Goods and Services Tax Act, 2017. Finance Minister Nirmala Sitharaman said that the Bill replaces an ordinance which was brought as there is President’s Rule in the State. She said, it is a constitutional necessity because if the legislation is not passed, the state will have difficulty in implementing GST amendments which have long been approved by the GST council and its revenue will be affected. Ms Sitharaman said, the Manipur GST Amendment Bill is very important to serve the state so that it can collect GST on items approved by GST council.  
The Lower House also gave its approval to the Manipur Appropriation (No.2) Bill, 2025. It seeks to authorize payment and appropriation of certain sums from and out of the Consolidated Fund of the State of Manipur for the services of the financial year 2025-26. She said, Government of India will be providing additional budgetary outlay of two thousand 898 crore rupees out of which one thousand 667 crore rupees will be the capital expenditure. The Minister said, the additional fund is essential for the betterment and development of the state. She said, five hundred 23 crore rupees will be provided for rehabilitation of people leaving in camps. 542 crore rupees have been earmarked for strengthening security in Manipur. Criticizing opposition for disrupting proceedings of the House, Ms Sitharaman said, opposition is shedding crocodile tears for Manipur and in the House they are not allowing a discussion related to its Budget. Both the Bills were passed without discussion amid noisy scenes by the opposition.
