BJP promises upgrading TTAADC to Tripura Autonomous Territorial Council with stronger constitutional safeguards, aiming to boost tribal governance, development, and political influence ahead of crucial ADC elections, challenging rivals and reshaping regional power dynamics.
In a major political development ahead of the Tripura Tribal Areas Autonomous District Council (TTAADC) elections, the Bharatiya Janata Party (BJP) on Sunday unveiled a significant proposal to upgrade the existing TTAADC into a Tripura Autonomous Territorial Council (TATC) with enhanced constitutional safeguards. The announcement, made as part of the party’s election manifesto, has sparked widespread political debate and is being viewed as a strategic move to consolidate tribal support while countering rival forces in the region.
The manifesto, titled “Sankalpa Patra,” was formally released at Khumulwng, the headquarters of the TTAADC, in the presence of Chief Minister Manik Saha, state BJP president Rajib Bhattacharjee, Industries Minister Santana Chakma, and Tribal Welfare Minister Bikash Debbarma. Senior BJP leader and former MP Rebati Tripura outlined the key highlights of the document, which includes 29 promises focused on governance, development, and cultural preservation.
Strategic Shift in Tribal Governance
The proposal to establish a Territorial Council is being interpreted as a bold political step aimed at redefining administrative and constitutional frameworks in tribal areas. According to political observers, this promise could significantly weaken the influence of TIPRA Motha, which has been a dominant force advocating for greater autonomy and indigenous rights in the state.
By offering enhanced constitutional safeguards, the BJP seeks to present itself as a viable alternative capable of delivering both development and autonomy within the framework of the Indian Constitution. Party leaders emphasized that the proposed TATC would not merely be a symbolic change but would bring tangible legal and administrative benefits.
Focus on Socio-Economic Development
Beyond the headline-grabbing Territorial Council proposal, the manifesto outlines a comprehensive roadmap for socio-economic advancement in tribal regions. Key promises include the recognition and promotion of Kokborok and other indigenous languages, as well as the preservation of customary laws and cultural traditions.
The BJP has also pledged to establish democratically elected Village Committees, aimed at strengthening grassroots governance and ensuring greater participation of local communities in decision-making processes. Infrastructure development forms another cornerstone of the manifesto, with commitments to modernize administrative offices and upgrade rural markets across ADC areas.
Healthcare, Education, and Infrastructure Push
In a bid to improve healthcare access, the party has proposed setting up a medical college in Dhalai district, along with a nursing and paramedical institute in Khumulwng. These initiatives are expected to address longstanding gaps in healthcare infrastructure and create new employment opportunities for local youth.

The manifesto also highlights plans for electrification of all households, expansion of piped drinking water supply, and large-scale solar lighting projects in remote areas. Skill development programs and support for start-ups have been included to boost employment and entrepreneurship among tribal youth.
Economic Empowerment and Women-Centric Initiatives
Economic empowerment remains a central theme, with the BJP promising to open handloom and handicraft training centres in every zone. Special emphasis has been placed on strengthening self-help groups, particularly those led by tribal women, and expanding initiatives aimed at increasing the number of “Lakhpati Didis.”
The party also plans to establish bamboo product training and marketing centres, recognizing the importance of bamboo-based industries in the region. Facilities for traditional clothing and weaving are expected to further promote indigenous crafts and generate sustainable livelihoods.
Sports, Culture, and Traditional Knowledge
The manifesto includes ambitious proposals to promote sports and cultural heritage. Plans for a modern football academy and a martial arts academy aim to nurture local talent and provide new avenues for youth engagement. Additionally, the BJP has pledged to expand traditional tribal medicinal practices, integrating them into broader healthcare initiatives.
A master plan for the development of Khumulwng has also been proposed, signaling a long-term vision for transforming the ADC headquarters into a hub of administrative and economic activity.
Housing and Welfare Commitments
Housing remains a priority, with assurances of permanent homes under the Pradhan Mantri Awas Yojana for eligible beneficiaries. The party has also promised to replace tin-roof houses with durable structures, improving living conditions for thousands of families.
Support for jhum cultivators, including financial and technical assistance, is another key component of the welfare agenda. These measures aim to balance traditional agricultural practices with modern sustainability approaches.
Political Messaging and Election Strategy
Addressing the gathering, Chief Minister Manik Saha expressed confidence that the people of ADC areas would “script history” by giving the BJP a decisive mandate. He highlighted the government’s achievements since coming to power in 2018, particularly in improving road connectivity and expanding water supply under the Jal Jeevan Mission.
Saha also took a sharp dig at TIPRA Motha, accusing the party of being associated with violence despite publicly opposing it. He reiterated the BJP’s commitment to maintaining peace and development in the region.
On allegations of corruption within the ADC, the Chief Minister stated that any action would be taken only after the BJP forms the council government, to avoid accusations of interference in an autonomous body.
Territorial Council: Beyond Symbolism
Responding to questions about whether the Territorial Council would be merely a change in nomenclature, Saha clarified that it would come with substantial constitutional safeguards and advantages. “This is not going to be just lip service,” he asserted, emphasizing the seriousness of the party’s commitment.
