Tripura government after long time came out with a transfer policy for the health department employees on Friday. The notification issued in the name of the Governor, said the policy was formulated for the employees in the Health and Family Welfare Department for smooth discharge of administrative works.
The policy says, the duration of the posting of employees would be for at least three years. Each government employee would not be posted in one office for 5 (five) years at a stretch except in special circumstances.
For the implementation of order of transfer, when an employee is transferred from one place to another, the employee transferred from urban localities will move first to relieve the employees transferred from rural/ remote localities.
In some cases, the employee under transfer proceeds on leave to avoid reporting on duty at place of transfer. Once transfer orders are issued, the employee shall not be allowed to proceed on leave except in medical emergencies based on the recommendation of the Standing Medical Board. In such extraordinary circumstances, the leave is to be sanctioned by the competent authority one level above the authority who sanctions leave.
Before relieving transferred- officers of Group-A and Group-B; shall prepare a successor note regarding the important programmes they handled, any issues that require immediate attention of the successor and any other important details.
The Group-C staff will prepare a list of files being handled by him or her and point out any issues regarding any file. One copy of this will be kept in the Guard file and one to be sent to the Controlling Officer.
The procedure of transfer : The concerned establishment of the office will process the proposal of transfer on the basis of administrative needs. They will also process transfer proposals on the request made by the employees received within 6 (six) months. This exercise shall be carried out twice in a year i.e. in the month of January and July of every year. All movements after transfer will be completed within the month of February and August respectively.
Posting of PwD employees having mentally retarded child
Considering that the facilities for medical help and education of mentally retarded children may not be available at all stations, a choice in the place of posting is likely to be some help to the parents, who is an employee of the Health and Family Welfare Department, in taking care of such child, Choice posting would be given to the extent feasible to such employees. Choice posting would also be given to the PwD employees to the extent feasible as per rules laid down by the Social Welfare & Social Education Department, Govt. of Tripura.
Power of Relaxation:
In case of necessity or if it is expedient to do so, then any provision as stated above may be relaxed with the prior concurrence of the Departmental Minister for processing the matter further.
