Indian Foreign Secretary Vikram Misri visits Kathmandu on November 4–5 to hold bilateral talks and lay the groundwork for Nepali Prime Minister Balendra Shah’s upcoming official trip to New Delhi, reviewing comprehensive India-Nepal ties.

Diplomatic channels between India and Nepal swung into active gear on Monday as both governments simultaneously announced that Indian Foreign Secretary Vikram Misri will undertake an official two-day visit to Kathmandu on November 4–5. The high-level trip is structured to lay critical diplomatic and policy groundwork for Nepali Prime Minister Balendra Shah’s maiden bilateral tour to New Delhi scheduled for later this month.

Officials from Nepal’s Ministry of Foreign Affairs and the Prime Minister’s Office in Kathmandu confirmed that Prime Minister Shah is slated to visit India around mid-to-late November. Misri’s arrival represents the first extensive bilateral engagement aimed at charting out substantive outcomes for the impending prime ministerial summit.

Comprehensive Review of Bilateral Relations

During his two-day official mission, Foreign Secretary Misri will conduct formal bilateral talks with his Nepali counterpart, Foreign Secretary Amrit Bahadur Rai. The discussions will center on evaluating ongoing cross-border infrastructure, developmental initiatives, and the multifaceted dynamics of bilateral cooperation.

In an official statement released on Monday, Nepal’s Ministry of Foreign Affairs highlighted the broad scope of the summit: “The two sides will review the full range of Nepal-India relations and exchange views on matters of mutual interest, with a view to further strengthening the long-standing, close and friendly ties between the two countries.” In addition to structured delegation-level talks, Misri is scheduled to pay courtesy calls on senior Nepali dignitaries and top political leadership, including Prime Minister Shah.

Reaffirming the shared historical and diplomatic ties, India’s Ministry of External Affairs (MEA) noted that the meetings will touch upon bilateral, regional, and global issues of mutual importance. “India and Nepal share strong and friendly ties which have seen substantial progress across diverse areas of cooperation,” the MEA stated. “The Foreign Secretary’s upcoming visit continues the tradition of regular high-level exchanges between the two countries and will help further enhance the comprehensive bilateral partnership.”

Setting the Summit Agenda

Diplomatic sources in Kathmandu indicated that Nepal intends to make Prime Minister Shah’s visit to New Delhi deliverable-oriented by securing measurable agreements across several priority areas.

Chief among Kathmandu’s priorities is negotiating an extensive reconstruction assistance package from New Delhi following severe devastation caused by the August 26 floods and landslides across central Nepal. “Nepal will seek a substantial assistance package from India in the wake of the devastation caused by the August 26 floods,” noted a senior Nepali foreign ministry official. “Nepal also wants notable progress on issues including the settlement of the border dispute, revision of the trade treaty, and additional air entry points for international flights via India, among others.”

Kathmandu has persistently sought additional low-altitude international air entry routes—particularly through Mahendranagar, Nepalgunj, and Janakpur—to optimize flight operations into newly built regional international airports in Pokhara and Bhairahawa. Trade treaty revisions, power-trade mechanisms, and long-standing boundary technical verifications will also feature prominently during preliminary secretary-level negotiations.

Project Launches and Diplomatic Thaw

Both sides are actively finalizing a roster of joint development projects to be inaugurated during Prime Minister Shah’s New Delhi visit. These cover cross-border transmission lines, integrated check posts, railway connectivity links, and digital payment integration.

The timing of Misri’s visit also marks a decisive step past recent scheduling hurdles. New Delhi had initially weighed an official trip for Misri in early May to open formal engagements with the new administration after the Rastriya Swatantra Party (RSP) forged a coalition government under Shah’s leadership. That visit was deferred due to internal alignment and protocol considerations. With both capitals now aligned on high-level scheduling, the November 4–5 diplomatic talks will set the operational framework for high-level political engagement between the two close neighbors.
