The Tamil Nadu government has made the submission of asset and financial details mandatory for government employees seeking consideration for promotion. Under a new directive, all government staff covered by the order have been instructed to upload details of their movable and immovable assets, savings and loans through the Integrated Finance and Human Resource Management System (IFHRMS) website by October 31.

The order, issued by Chief Secretary Saikumar, links compliance with the asset disclosure requirement directly to eligibility for inclusion in promotion lists. Employees who fail to submit the required information within the stipulated deadline will not be included in the list prepared for promotion consideration, according to the directive.

The government has instructed employees to provide comprehensive information about their financial holdings and liabilities. The disclosure covers both movable and immovable properties, along with savings and outstanding loans. Employees are required to enter the specified information through the government’s online system within the prescribed period.

A significant aspect of the directive concerns properties purchased or held in the name of another person. The government has made it clear that such properties must also be included in an employee’s asset declaration. Employees who have purchased property in another individual’s name will be required to disclose details of the property as well as the identity of the person in whose name it was registered.

The declaration must also specify the relationship between the employee and the individual whose name appears on the property documents. This provision makes it clear that registering an asset under another person’s name does not remove the obligation to report it to the government.

The order places responsibility on employees to ensure that their financial information is accurately recorded on the IFHRMS platform. The system will bring together details concerning properties, savings and borrowings as part of the financial disclosure process.

The directive also sets out consequences for employees who do not comply with the requirement. Those who fail to furnish the prescribed information within the deadline will be treated as having violated the conduct rules applicable to government employees.

The move makes timely financial disclosure an important requirement for government staff seeking career advancement. Employees due for consideration for promotion will therefore have to complete the online declaration before the October 31 deadline to ensure that their names can be considered for inclusion in the relevant promotion lists.

The disclosure requirement covers different categories of financial information. Movable assets and immovable properties must be reported, while savings and loans must also be included. By requiring liabilities to be declared along with assets, the government has sought to ensure that employee financial disclosures provide a broader picture of their holdings and obligations.

Government employees have consequently been advised to complete the required entries on the Integrated Finance and Human Resource Management System within the stipulated time. The directive applies to government staff covered under the order and makes compliance an essential part of the promotion process.

The Tamil Nadu government’s decision effectively connects adherence to employee conduct requirements with promotion eligibility. While submission of asset details has been made a mandatory administrative requirement, failure to provide the information can also result in action under the applicable conduct rules.

With the October 31 deadline approaching, employees covered by the directive will need to verify their movable and immovable assets, savings and loans before submitting the information online. Compliance with the order will be necessary for inclusion in promotion lists, while non-compliance will be treated as a breach of the conduct rules governing Tamil Nadu government employees.
