NLU Tripura conducted a statewide workshop to evaluate Gram Panchayat Development Plans for 2026–27, reviewing 713 plans across five districts and recommending improvements for participatory, need-based grassroots development in Tripura.
The National Law University, Tripura (NLU Tripura) has strengthened its efforts to support grassroots governance by organising a statewide workshop for the Final Evaluation of the Gram Panchayat Development Plan (GPDP) 2026–2027. The workshop focused on reviewing draft development plans and ensuring that they are practical, participatory and aligned with local priorities.
The programme was organised in collaboration with the Department of Rural Development (Panchayat), Government of Tripura, at the State Panchayat Resource Centre in A.D. Nagar, Agartala. It was held as part of the ongoing project titled “Handholding Support to Gram Panchayats (GPs) and Village Committees (VCs) in Tripura for Preparation of Theme-based GPDP.”
The inaugural session was addressed by Prof. (Dr.) Yogesh Pratap Singh, Vice-Chancellor of NLU Tripura, and Dr. Anurag Sen, Joint Director of the Department of Rural Development (Panchayat). The discussions highlighted the importance of effective grassroots planning in addressing development needs at the local level.
During the technical sessions, project teams evaluated draft GPDPs prepared for 713 Gram Panchayats and Village Committees across five districts of Tripura — Dhalai, Unakoti, North Tripura, Khowai and South Tripura. The evaluation teams examined the plans in detail, identified gaps and provided recommendations aimed at improving their implementation.
The workshop represents an important phase in the second stage of NLU Tripura’s initiative. The project has already involved extensive field visits and workshops conducted at Rural Development Blocks, Gram Panchayats and Village Committees. These efforts have focused on making development plans more participatory, need-based and responsive to the priorities of local communities.
NLU Tripura has been providing technical and academic assistance to strengthen grassroots planning since signing a Memorandum of Understanding with the Department of Rural Development (Panchayat) in 2024. Through the partnership, the University has supported local institutions in preparing theme-based development plans and improving planning processes.
Addressing the gathering, Vice-Chancellor Prof. Yogesh Pratap Singh expressed gratitude to the state government for entrusting NLU Tripura with the responsibility. He also appreciated the coordinated efforts of the Panchayat Department, district-level teams, faculty mentors and project staff in advancing the initiative.
More than 600 representatives and officials associated with Gram Panchayats and Village Committees participated in the workshop, along with faculty members of the State Panchayat Resource Centre and mentors from NLU Tripura.

The final evaluation is expected to further refine the draft GPDPs and help facilitate their smooth implementation at the grassroots level. The initiative is aimed at ensuring that local development planning remains focused on community needs and supports more effective delivery of development programmes across Tripura.
