The Tripura HC has sought a status report on district animal welfare bodies, slaughterhouse regulation, and implementation of Solid Waste Management Rules, 2026. The court also stressed strict enforcement against unauthorised slaughterhouses and directed the state government to submit compliance details.
The Tripura High Court has directed the state government to furnish detailed information regarding the constitution of district-level animal welfare bodies, regulation of slaughterhouses, and implementation of the Solid Waste Management Rules, 2026. The court also underscored the need for strict enforcement of laws governing slaughterhouses and called for action against unauthorised operators violating statutory provisions.
The directions were issued on Thursday during the hearing of a Public Interest Litigation (PIL) filed by advocate Ankan Tilak Paul, who appeared before the court as petitioner-in-person. The matter was heard by a Division Bench comprising Chief Justice M.S. Ramachandra Rao and Justice Biswajit Palit.
During the proceedings, the High Court focused on the implementation of legal provisions relating to animal welfare and slaughterhouse regulation across the state. The bench stressed that the provisions of the Tripura Municipal Act, 1994, governing the establishment and operation of slaughterhouses, must be enforced rigorously to ensure compliance with prescribed safety, hygiene, and environmental standards.
The Commissioner of the Agartala Municipal Corporation (AMC), who appeared before the court, was sensitised about the importance of ensuring that slaughterhouses operate strictly in accordance with the law. The court highlighted the need to prevent the functioning of unauthorised slaughterhouses and directed that repeat offenders operating without valid licences should face appropriate legal action.
According to the court order, the AMC Commissioner assured the bench that necessary measures would be taken to strengthen enforcement and ensure adherence to statutory norms. In view of the assurance, the court dispensed with the Commissioner’s personal appearance until the next date of hearing.
The High Court also directed Additional Government Advocate Karnajit De to obtain instructions from the state government regarding the constitution of district-level Societies for Prevention of Cruelty to Animals under Rule 3 of the Prevention of Cruelty to Animals (Establishment and Regulation of Societies for Prevention of Cruelty to Animals) Rules, 2001. The court sought clarification on whether such societies have been established in every district of Tripura as mandated under the rules.
In addition, the bench asked the state government to inform the court whether it has constituted a State Committee for slaughterhouses in compliance with the Supreme Court’s August 23, 2012 judgment in the case of Laxmi Narain Modi versus Union of India and Others. The committee plays a key role in monitoring slaughterhouse operations and ensuring compliance with legal and environmental standards.
The High Court further sought a status report on the implementation of the Supreme Court’s February 19, 2026 judgment in Bhopal Municipal Corporation versus Dr. Subhash C. Pandey and Others, particularly concerning the enforcement of the Solid Waste Management Rules, 2026. The apex court had issued comprehensive directions to improve waste management practices and environmental compliance by local authorities.

The PIL raises broader concerns regarding animal welfare, environmental protection, and public health, with the High Court seeking accountability from the concerned authorities. The matter has been listed for further hearing on August 27, when the state government is expected to submit its responses and compliance reports before the court.
