Tripura government has made Aadhaar Enabled Biometric Attendance System (AEBAS) mandatory for all skill training programmes from August 1, 2026. The new rule applies to candidates, trainers and assessors, ensuring attendance transparency, eligibility compliance and payment accountability across state and centrally funded schemes.
The Tripura government has announced that the Aadhaar Enabled Biometric Attendance System (AEBAS) will become mandatory for all skill training programmes across the state from August 1, 2026, in a move aimed at enhancing transparency, accountability and efficiency in skill development initiatives. The decision has been communicated through an official memorandum issued by the Directorate of Skill Development (DSD).
According to the memorandum, the new attendance system will be applicable to all ongoing and upcoming batches under both centrally funded and state-funded skill development schemes. The Directorate stated that the decision has been taken in accordance with Section 6 (Attendance) of the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 4.0 guidelines issued by the Ministry of Skill Development and Entrepreneurship, which mandate biometric attendance at all recognised skill training centres.
Under the new guidelines, all candidates, trainers and assessors will be required to record their attendance through the Aadhaar Enabled Biometric Attendance System at the time of both entry and exit from the training centres each day. The government believes that the system will ensure accurate attendance records, reduce irregularities and improve monitoring of skill development programmes across the state.
The memorandum further states that trainees must maintain a minimum of 70 per cent biometric attendance to qualify for the final assessment in all categories of training programmes. Officials said the attendance requirement is intended to encourage regular participation and improve the overall quality and effectiveness of skill training.
In another significant measure, the Directorate has linked the release of government payments to biometric attendance records. The state treasury has been instructed to release funds only for those training batches where biometric attendance has been properly recorded and submitted. This provision is expected to strengthen financial accountability and ensure that public funds are utilised only for genuine training activities.
To facilitate the implementation of the new system, all training centres have been directed to install approved biometric attendance devices before the August 1 deadline. They must also appoint dedicated nodal officers and IT coordinators, ensure uninterrupted internet connectivity and complete the registration of all candidates and trainers on the AEBAS portal.
The Directorate of Skill Development has circulated the memorandum to all administrative departments, District Magistrates, General Managers of District Industries Centres (DICs) and District Skill Coordinators for strict compliance. Authorities have urged all implementing agencies and training providers to complete the required preparations in time to ensure a smooth transition to the biometric attendance system.

The introduction of mandatory biometric attendance is expected to strengthen governance in Tripura’s skill development ecosystem by improving attendance verification, ensuring compliance with PMKVY 4.0 norms and promoting greater transparency in the implementation of both central and state-sponsored skill training programmes.
