The World Bank’s 6th Implementation Support Mission (ISM) under the Tripura Rural Economic Growth and Service Delivery Project (TRESP) has undertaken a comprehensive review of project activities across the state, placing special emphasis on stakeholder consensus building, institutional capacity strengthening, sustainable livelihood development, and environmental and social safeguard compliance.

As part of the mission, a series of review meetings, workshops, and field visits were conducted to evaluate progress achieved under TRESP and identify strategies for improving implementation outcomes during the remaining project period. The initiative reflects the continued commitment of the Government of Tripura and the World Bank towards enhancing livelihood opportunities and improving service delivery for tribal communities.

A major highlight of the mission was the District and Block Level Mid-Term Review (MTR) Workshop on the Livelihood Sector, jointly organized by the Project Management Unit (PMU), TRESP, and the World Bank at Pragna Bhawan in Agartala. The workshop brought together PMU officials, district and block project teams, representatives from the Tripura Rural Livelihood Mission (TRLM), and World Bank experts.

The review workshop focused on assessing the progress of livelihood interventions implemented during the first half of the project cycle. Participants reviewed achievements across key sectors including Agriculture and Horticulture, Livestock Development, Fisheries, and several community-based livelihood initiatives aimed at improving income generation and socio-economic conditions among tribal households throughout Tripura.

Through detailed technical presentations, thematic discussions, experience-sharing sessions, and interactive deliberations, stakeholders evaluated project performance against established targets. The discussions also identified operational challenges, documented successful practices, and explored innovative approaches to strengthen implementation efficiency and maximize developmental impact.

The workshop was guided by World Bank officials Amit Arora and Shouvik Mitra, along with PMU IBSI Specialist Sonali Laskar and Agriculture Specialist Subrata Shib. The experts stressed the importance of enhancing field-level capacities, improving coordination among implementing agencies, and adopting result-oriented strategies to achieve the project’s long-term development objectives.

Simultaneously, another component of the mission focused on reviewing environmental and social safeguard measures associated with TRESP infrastructure projects. A World Bank delegation led by TRESP-PMU Social Safeguard Specialist Dr. Reshmi Ghosh conducted extensive field visits across Gomati district to assess project implementation at the grassroots level.

The delegation included World Bank Social Safeguard Expert Varun Singh, Executive Engineer Nikuline Chakma, Public Works Department officials, SDO Ompi Swaroj Barman, and other PMU and PIU TRESP representatives. The team inspected several infrastructure project locations, including Taidu VC Road, Ompi–Sarthum Road via Kalachanpara, AT Road–Jadavpara Road, Chalakaham Higher Secondary School construction site, Karbook road package works, Lampra Bazar Road, Baidyanath Para Road, and Bethcharra Road.

During the field inspections, the delegation interacted with voluntary land donors, titleholders, non-titleholders, local villagers, and project stakeholders to evaluate community participation and address concerns related to project implementation. The interactions helped strengthen consensus among beneficiaries and reinforce community ownership of development initiatives.

The team also reviewed construction camps and appreciated the adoption of several good environmental and social practices. These included regular toolbox meetings, effective community coordination mechanisms, worker safety measures, health awareness camps, and strict adherence to World Bank environmental and social safeguard standards.

Officials noted that the combined outcomes of the Mid-Term Review Workshop and field-level safeguard assessments have provided valuable insights for strengthening project implementation. The recommendations generated through these exercises are expected to contribute significantly to improving project efficiency, enhancing institutional capacities, and ensuring sustainable development outcomes.

The World Bank’s 6th Implementation Support Mission ultimately underscored TRESP’s commitment to participatory development, responsible infrastructure creation, and inclusive livelihood enhancement. By fostering stronger stakeholder engagement, promoting capacity building, and ensuring compliance with safeguard measures, the project continues to advance its goal of delivering sustainable economic growth and improved public services for tribal communities across Tripura.
