The State Budget for 2026–27, presented in the Tripura Legislative Assembly, marks a decisive shift toward evidence-based policymaking, aligning closely with recommendations from the study conducted under the Sixteenth Finance Commission. The research, led by economist Subhrabaran Das at Tripura University, emphasizes healthcare and tourism as key growth drivers for the state’s long-term economic transformation.

The budget reflects a strategic roadmap aimed at strengthening Tripura’s fiscal base while accelerating Gross State Domestic Product (GSDP) growth. By incorporating the study’s findings, the government has focused on sectors that promise high economic returns and employment generation.

A major highlight of the budget is its strong push toward healthcare infrastructure expansion. Significant proposals include the establishment of a Critical Care Block in Dhalai District Hospital and the development of Trauma Care Centres in Teliamura, Khowai, and Bishramganj. Additionally, Maternal and Child Health wings will be strengthened across district and sub-divisional hospitals to improve accessibility and quality of care.

The government has also prioritized specialized healthcare services. Plans include setting up geriatric and diabetic care units at AGMC and GBP Hospital, alongside the creation of new Primary Health Centres and the upgradation of existing facilities. These initiatives are expected to significantly enhance public health delivery, especially in rural and underserved regions.

The Finance Commission-backed study underscores the strong multiplier effect of healthcare investment, a factor that has clearly influenced policy decisions. In line with this, the state has proposed establishing an Ayurvedic Medical College in Gomati district and a Homoeopathic Medical College in Agartala. Furthermore, the planned Tripura University of Health Sciences aims to strengthen medical education, research, and administrative efficiency in the sector.

These initiatives are expected to create substantial employment opportunities, not only for medical professionals but also in allied industries such as pharmaceuticals, research, and healthcare services. Financial support from the Ministry of AYUSH is likely to further accelerate these developments.

Another critical aspect of the budget is its focus on medical tourism. Given Tripura’s proximity to Bangladesh, the state holds significant potential to attract international patients. Currently, many patients cross through the Akhaura Integrated Check Post to access advanced treatment in major Indian cities. With the proposed improvements in healthcare infrastructure, Tripura could position itself as a regional hub for affordable and quality medical services, boosting foreign exchange earnings and local businesses.

Parallel to healthcare, tourism has been identified as a vital pillar of economic growth. The budget outlines infrastructure upgrades and eco-tourism initiatives at key destinations such as Dumboor Lake, Chabimura, and Neermahal. Improved connectivity, visitor amenities, and sustainable tourism practices are expected to enhance tourist inflow and revenue generation.

Economists have welcomed the integration of research-backed insights into fiscal planning, describing it as a progressive move toward data-driven governance. By prioritizing healthcare and tourism, the Budget 2026–27 not only aims to boost economic resilience but also seeks to create a balanced growth model.
