Tripura ranks in Band E in India’s first power sector regulatory assessment, scoring 21.5 out of 100. The report highlights zero marks in resource adequacy and governance, raising concerns over grid stability, financial discipline, and energy transition readiness.

Tripura has been placed in the lowest performance category — Band ‘E’ — in India’s first-ever regulatory performance assessment of the power sector. The state scored just 21.5 out of 100, making it the only state in the bottom-most band, according to a report jointly conducted by Power Foundation of India and REC Limited.

The landmark assessment evaluated the regulatory effectiveness of electricity sectors across the country. While 11 states secured the top Band ‘A’ rating, Tripura’s low score has raised serious concerns over regulatory governance, financial discipline, and long-term energy planning.

Among the top-performing states were four from the Northeast — Assam, Arunachal Pradesh, Meghalaya, and Mizoram — all of which secured Band ‘A’. Sikkim was placed in Band ‘B’ along with nine other states. A total of 10 states, including Manipur and Nagaland, were categorized under Band ‘C’, while four states fell into Band ‘D’. Tripura stood alone in Band ‘E’.

Zero Score in Critical Parameter Hits Tripura Hard

The report evaluated five key parameters: Regulatory Governance, Resource Adequacy, Financial Health of DISCOMs, Consumer-Centric Reforms, and Energy Transition. Among these, Resource Adequacy carried the highest weightage at 32 percent — and Tripura scored zero in this critical category.

Resource Adequacy measures whether a state has notified regulations, defined reserve margins, enforceable compliance mechanisms, and approved multi-year capital expenditure plans. The report cited the absence of these foundational frameworks in Tripura, significantly dragging down the overall score.

Experts warn that gaps in resource adequacy weaken long-term electricity planning and increase vulnerability during peak demand periods or unexpected supply disruptions. Grid stability, investor confidence, and system reliability depend heavily on effective resource planning.

The state also scored zero out of five in Regulatory Governance, a parameter assessing appointment procedures, staffing structures, and institutional independence. Analysts say weak regulatory institutions can delay reform implementation and discourage private investment.

Moderate Performance in Financial Health and Energy Transition

In the Financial Health of Distribution Companies (DISCOMs), Tripura scored 7.5 out of 25. The evaluation examined tariff orders, true-up mechanisms, cost-reflective tariffs, regulatory asset creation, and fuel cost adjustments.

The state received full marks for not creating regulatory assets during its last true-up process and earned partial marks for fuel cost adjustment mechanisms. However, the overall financial score remained low, signaling potential stress in distribution companies that could affect infrastructure upgrades and service quality.

Under the Ease of Living and Doing Business category, Tripura secured 7 out of 23. This parameter measures connection timelines, meter standards, demand charge transparency, net metering provisions, and open access reforms.

While the state performed relatively better in maintaining supply quality, it lagged in expanding net metering policies and open access reforms — both crucial for promoting rooftop solar adoption and enhancing industrial competitiveness.

Energy Transition Efforts Need Stronger Institutional Support

In the Energy Transition category, Tripura scored 7 out of 15. The report acknowledged partial progress in renewable energy regulations, including compliance with Renewable Purchase Obligations and steps toward green energy open access.

However, enforcement mechanisms are not fully institutionalized. Experts note that stronger regulatory frameworks are essential to attract green investments and ensure long-term sustainability goals.

The absence of robust governance structures further complicates the state’s transition to clean energy. Without regulatory clarity and institutional accountability, renewable energy expansion may face delays.

A Diagnostic Report, Not a Final Verdict

Analysts describe the assessment as a diagnostic tool rather than a punitive ranking. The report aims to highlight structural gaps and encourage corrective reforms.

With electricity demand steadily rising, Tripura faces an urgent need to strengthen resource planning, implement cost-reflective tariff systems, and expand renewable integration. Institutional restructuring and regulatory capacity-building will also be crucial.

Improving performance in resource adequacy and governance could significantly enhance the state’s standing in future evaluations. Experts emphasize that timely reforms, financial discipline, and transparent regulatory practices are key to building a resilient and investor-friendly power sector.

As India accelerates its energy transition and infrastructure modernization, Tripura’s challenge will be to align its regulatory systems with national standards and global best practices. The coming years will be critical in determining whether the state can move out of the lowest band and regain confidence among stakeholders and consumers alike.
