The Ministry of Development of North Eastern Region (DoNER) has allocated a total of Rs. 702.90 crore to Tripura under several flagship schemes over the past five years, according to an official press release issued by the Press Information Bureau (PIB).

The allocation forms part of a larger financial commitment of Rs. 15,905.86 crore made for all eight North Eastern states during the same period to promote infrastructure development, entrepreneurship support, and region-wide connectivity.

The PIB release stated that the funds were allocated under six major schemes—Prime Minister’s Development Initiative for North East Region (PM-DevINE), Schemes of North Eastern Council (SoNEC), North East Special Infrastructure Development Scheme (Other than Roads Infrastructure), North East Special Infrastructure Development Scheme (Roads), Special Development Packages (SDP), and the North East Entrepreneurs Development Scheme (NEEDS). These initiatives collectively aim to accelerate growth and bridge long-standing developmental gaps across the region.

According to the ministry, the state-wise data for the last five financial years—from FY 2020-21 to FY 2024-25—shows that Tripura received Rs. 702.90 crore under these schemes. The Ministry emphasized that despite several constraints unique to the region, the overall fund utilization rate across North Eastern states stands at 62 percent. While this indicates moderate progress, the utilization levels also reflect the operational and logistical hurdles encountered in project execution.

The release further highlighted that the processing of fund release proposals is strictly linked to the submission of demand letters by state governments through the Poorvottar Vikas Setu (PVS) portal, accompanied by relevant supporting documents. Approval and disbursement depend on multiple factors, including states’ financial progress, physical implementation of projects, and utilization of previously released funds.

DoNER officials noted that the pace of fund utilization in the North East often slows down due to a number of persistent challenges. These include short working seasons, limited availability of land, difficult and hilly terrain, and frequent supply bottlenecks affecting construction materials and logistics. Such obstacles result in delays in project completion, especially in remote districts where accessibility remains constrained.

To address these issues and strengthen financial management, the Ministry has upgraded the PVS Setu portal with a dedicated demand request module. This module allows state governments and central agencies to upload Utilization Certificates (UCs) and Completion Certificates, ensuring better transparency and timeliness in fund tracking. The ministry stated that this enhancement is expected to reduce paperwork delays and streamline administrative coordination.

Moreover, for improved monitoring and quality assurance, the Ministry has introduced a system of Project Quality Monitors and Third-Party Technical Inspections. These external evaluators provide independent assessments of ongoing projects, helping the Ministry detect bottlenecks early and recommend corrective interventions.

A key component of DoNER’s support strategy is the establishment of a Field Level Technical Support Unit (FTSU) in each North Eastern state through the North East Development Finance Institution (NEDFi). These units maintain continuous engagement with Implementing Agencies (IAs), track project databases, submit regular progress reports, and highlight implementation issues directly to the Ministry. FTSUs also conduct field visits and coordinate regularly with State Planning Departments to ensure project information remains updated and accurate.

During their site inspections, FTSUs upload real-time photographs and updates of ongoing works to the Gatishakti Project Management System, enabling the Ministry to maintain an updated visual record of development progress across states.

The Ministry of DoNER reiterated that its priority remains the timely completion of sanctioned projects, strengthening of regional infrastructure, and comprehensive monitoring to ensure that the allocated funds—such as the Rs. 702.90 crore for Tripura|—deliver tangible results for citizens.

The Ministry expressed confidence that ongoing reforms, improved oversight mechanisms, and digital monitoring tools would significantly enhance development outcomes in the coming years.
