Panchayat Minister Kishor Barman chaired the crucial West Tripura District Review Meeting on Monday, marking the final phase of the statewide review of all three-tier Panchayats. This meeting concluded the first round of progress assessments across Tripura’s districts, aimed at evaluating development works, reviewing fund utilization, and setting fresh targets for grassroots-level governance and rural development.

Speaking at the meeting held at the State Guest House in Agartala, Minister Barman emphasized the urgency of completing all pending projects under the 15th Finance Commission (FC). He directed officials to ensure optimal utilization of both expended and remaining funds within a time-bound framework, underlining that accountability and speed are essential to meet the government’s developmental objectives.

“The review of all three-tier Panchayats is almost complete. Our focus now is to ensure that every rupee allocated under the 15th Finance Commission brings visible improvement to rural infrastructure and public services,” said Minister Kishor Barman.

The meeting witnessed the participation of several key administrative and political leaders, including West Tripura’s Acting District Sabhadhipati Biswajit Shil, Badharghat MLA Meena Rani Sarkar, senior officials of the Panchayat Department, District Magistrate, Zilla Parishad members, Panchayat Samiti Chairpersons, Block Advisory Committee (BAC) Chairpersons, all Block Development Officers (BDOs), and representatives from other government departments.

During the review, a comprehensive discussion took place on the progress of infrastructure development, implementation of welfare schemes, and improvement in service delivery at the grassroots level. Minister Barman directed every department to focus on transparency, accountability, and timely completion of rural projects.

Focus on Strengthening Panchayat Infrastructure

Highlighting the state government’s ongoing efforts to strengthen local governance, Barman announced that Panchayat Learning Centres across the state are being upgraded to enhance capacity-building and digital literacy among Panchayat functionaries. Furthermore, new Panchayat buildings are being constructed in several rural areas to improve administrative accessibility and ensure citizens have better access to local government services.

“The Panchayat system is the backbone of rural development. Strengthening its infrastructure is not just a policy goal but a necessity for efficient governance,” Barman remarked.

Amar Sarkar Portal Under Performance Review

Another key focus of the meeting was the review of the “Amar Sarkar” portal, the state government’s digital platform designed to bridge communication between citizens and local administration. The Minister emphasized that the platform must function as a transparent and efficient tool for grievance redressal and feedback collection from rural residents.

Officials were instructed to closely monitor the functionality of the portal to ensure that citizen services—such as infrastructure complaints, welfare benefits, and project updates—are handled promptly and effectively.

Setting Goals for the Next Three Months

In his closing remarks, Barman stated that the meeting set clear targets for the next three months aimed at improving both infrastructure and quality of life in rural areas of West Tripura. Priority areas include rural road connectivity, water supply, sanitation, women’s self-help groups, and digital service delivery.

“In the next three months, our collective effort will focus on measurable improvement in the living standards of rural citizens. This review ensures that every department aligns its objectives toward that common goal,” Barman stated.

The Minister’s proactive approach underscores the state government’s vision of “efficient, transparent, and accountable governance” under the Panchayati Raj system, ensuring that development reaches every village.

The meeting concluded with a renewed pledge by all district and block-level officials to accelerate project execution in alignment with the government’s rural development roadmap.
