The Chief Ministers of Assam and Meghalaya met on Monday in Guwahati to address key inter-state concerns. The high-level meeting, led by Assam Chief Minister Himanta Biswa Sarma and Meghalaya Chief Minister Conrad K. Sangma, focused on three primary issues: resolving inter-state border disputes, tackling urban flooding in Guwahati, and progressing on the Kulsi multipurpose irrigation and hydroelectric power project.

Border Dispute Nearing Resolution

One of the major topics discussed was the longstanding Assam-Meghalaya border issue. Both governments have already signed a Memorandum of Understanding (MoU) to resolve differences in six of the twelve disputed areas. During the meeting, it was decided that boundary pillars will be erected in the six resolved areas by August 15.

“We are very close to finalising the pillar demarcations,” said Chief Minister Conrad Sangma. “Most likely, by or before August 15, we will be able to resolve and finalise the actual pillars in five areas. This will mark a significant milestone in our inter-state relations.”

However, some areas, particularly in Gijang and Tarabari, still require clarification. The Meghalaya side hopes to see these areas settled in its favour before the demarcation is finalised. Discussions on the remaining six disputed locations will continue in future meetings.

Tackling Urban Flooding in Guwahati

Urban flooding in Guwahati has emerged as a shared concern for both states, prompting a cooperative scientific approach. The two Chief Ministers agreed to commission a comprehensive study through the North Eastern Space Application Centre (NESAC). The organisation will use satellite imaging to examine forest areas, water flow, and regions prone to waterlogging.

“We’ve decided to approach NESAC for a detailed satellite study,” Sangma said. “Once the report is ready in about three months, we will seek support from institutions like IIT Roorkee to translate the findings into actionable steps.”

Sangma stressed the urgency of addressing Guwahati’s flooding problem, highlighting its socioeconomic impact on both states. He underscored the need to also consider the interests of people in Meghalaya who are engaged in livelihood activities that are affected by flooding in the region.

Joint Power and Irrigation Project in Kulsi

Another major outcome of the meeting was the agreement to jointly commission the Kulsi multipurpose irrigation and hydroelectric power project. The project, which promises benefits in irrigation, power generation, and tourism, will be implemented only after consultation with local communities.

Both states recognise the Kulsi project as a win-win initiative, combining infrastructure development with community engagement. “This project represents an opportunity for shared growth,” said Sangma. “Assam and Meghalaya have shown that they are willing to discuss and resolve issues. Today is another example of that spirit of cooperation.”

He added that community discussions will be initiated soon to ensure the support and confidence of local residents. Once consensus is achieved, the project will move ahead with both governments working hand-in-hand.

The Monday meeting highlighted the strengthening relationship between Assam and Meghalaya, built on mutual trust and a shared commitment to resolving longstanding issues through dialogue and planning. From border demarcations to environmental challenges and developmental initiatives, both governments reiterated their commitment to a collaborative future.

“This level of cooperation reflects our dedication to peace, progress, and the welfare of people in both states,” Sangma stated. “While challenges persist, so does our resolve to overcome them together.”
