Tripura Chief Minister Dr. Manik Saha on Tuesday announced that the state government is in the process of establishing an international skill centre along with a foreign language school, aimed at equipping the youth of Tripura with globally relevant skills and expanding overseas employment opportunities.

The Chief Minister made the announcement while addressing the 3rd Regional Workshop under the State Support Mission (SSM) of NITI Aayog, held at a hotel in Agartala. The high-level workshop witnessed participation from senior officials, policymakers, and representatives of Eastern and North-Eastern States and Union Territories.

Dr. Saha emphasised that governance is not merely about institutions, rules, or administrative procedures, but about improving the quality of life of citizens and ensuring that development reaches the last mile, in line with the vision repeatedly articulated by Prime Minister Narendra Modi.

“Governance, after all, is fundamentally about improving the quality of life for every citizen and ensuring that development reaches the last mile. The State Support Mission represents a defining evolution in India’s federal governance architecture,” the Chief Minister said.

Highlighting the importance of cooperative federalism, Dr. Saha stated that the State Support Mission reflects a partnership-based model of Centre-State collaboration. Under this framework, states are not viewed merely as implementing agencies but as equal partners in shaping India’s development trajectory.

He noted that through the State Support Mission, NITI Aayog has empowered states to strengthen their State Institutes of Transformation, institutions designed to support evidence-based policymaking, outcome monitoring, and inter-sectoral convergence.

“The mission recognises that sustainable socio-economic transformation is rooted in strong institutions. It also helps align the long-term visions of states with the national aspiration of Viksit Bharat 2047,” Dr. Saha added.

The Chief Minister observed that states and Union Territories are currently at different stages of institutional and socio-economic development, reflecting their unique governance contexts. Acknowledging this diversity, NITI Aayog has conceptualised regional workshops as platforms for peer learning, exchange of best practices, and collaborative problem-solving.

“The decision to host the third regional workshop for eastern and northeastern states in Tripura reflects NITI Aayog’s confidence in the region’s growing policy capacity and Tripura’s readiness to contribute meaningfully to the national reform discourse,” he said.

Dr. Saha underlined that over the past few years, Tripura has placed good governance and institutional reform at the centre of its development strategy. In this context, he highlighted the growing role of the Tripura Institute for Transformation (TIFT), which has emerged as a catalyst for reform and a vital bridge between policy intent and ground-level execution.

“TIFT works closely with leading knowledge institutions to identify Tripura’s core strengths, set realistic development targets, and prepare sector-specific roadmaps. Over the last two years, it has played a critical role in addressing governance challenges and supporting government departments in policy formulation and business reforms,” he said.

Turning to youth empowerment, the Chief Minister reiterated that the proposed international skill centre and foreign language school would significantly enhance employability among young people, especially in overseas job markets.

“Earlier, our youth had to migrate outside the state for work with limited skills. Knowledge of foreign languages and internationally recognised skills will enable them to access global opportunities and communicate effectively in international work environments,” Dr. Saha said.

He further stated that the state government is actively promoting modern governance tools and investment-friendly reforms. A Public-Private Partnership (PPP) cell has been established under the Good Governance Department to facilitate private investment while ensuring optimal risk-sharing between the government and private stakeholders.

Dr. Saha informed that Prime Minister Narendra Modi had recently appreciated Tripura’s reform initiatives during an interaction in New Delhi. The state’s business reform strategy was also shared with all states during the 5th Chief Secretaries’ Conference held in December 2025.

“In January 2026, the Bihar government, along with several other states, invited our officers to study the Tripura model of ease of doing business,” he said, highlighting Tripura’s growing recognition at the national level.

The Chief Minister also pointed to significant industrial and educational investments in the state. The Jindal Group has commenced steel sheet manufacturing operations in Tripura, while several private universities, as well as medical and paramedical colleges, have been established to strengthen higher education and healthcare infrastructure.

The 3rd Regional Workshop under the State Support Mission, organised in collaboration with TIFT, focused on strengthening governance frameworks, promoting transparency, accountability, efficiency, and citizen-centric administration. Experts and senior officials engaged in detailed discussions aimed at ensuring inclusive and sustainable development across the eastern and northeastern regions.
