Nearly 150 Jal Jeevan Mission contractors in Tripura’s Sepahijala district have threatened mass suicide over pending payments delayed for nearly two years. The payment deadlock has intensified pressure on the state government, raising concerns over governance, project implementation, and contractor livelihoods.
A major crisis has unfolded in Tripura’s Sepahijala district after nearly 150 contractors associated with the Jal Jeevan Mission (JJM) threatened to commit mass suicide if their long-pending payments are not released within the next two months. The unprecedented warning has brought fresh attention to the financial challenges affecting one of India’s flagship rural drinking water programmes and intensified pressure on the state government to resolve the issue immediately.
The contractors, who have been involved in executing pipeline networks, household tap water connections, and other critical infrastructure under the Jal Jeevan Mission, claim they have not received payments for work completed nearly two years ago. According to them, the prolonged delay has pushed many into severe financial distress, forcing them to borrow substantial amounts from banks, private lenders, and other financial institutions to complete government-assigned projects.
With repayments overdue and no reimbursement from the authorities, many contractors say they are now struggling to survive. They allege that creditors have intensified recovery efforts, while rising debt burdens have left several families facing financial uncertainty. The contractors argue that despite successfully completing a significant portion of the assigned works, they continue to wait for their legitimate dues.
A delegation of contractors recently submitted a memorandum to Executive Engineer Suraj Das of the Drinking Water and Sanitation Department, demanding immediate clearance of all pending bills. The memorandum also appealed to Chief Minister Dr. Manik Saha to personally intervene and ensure that the payments are released without further delay.
In their representation, the contractors warned that if the outstanding dues are not cleared within two months, preferably before the Durga Puja festival, they would launch an intensified protest movement. Their proposed course of action includes road blockades, demonstrations, office gheraos, and, in an alarming escalation, collective suicide. The declaration has sent shockwaves across the state and raised serious concerns about the growing frustration among those implementing government infrastructure projects.
Executive Engineer Suraj Das acknowledged the seriousness of the issue and confirmed that approximately 68.5 percent of Jal Jeevan Mission work in Sepahijala district has already been completed. He admitted that the primary reason behind the delayed payments is the shortage of funds allocated for the project. Das assured the contractors that the matter has been communicated to higher authorities and expressed hope that the required financial resources would be released soon.
The Jal Jeevan Mission has been one of the Government of India’s flagship initiatives aimed at providing safe and adequate drinking water through household tap connections in rural areas. However, the current payment deadlock has raised questions regarding financial management, project execution, and the timely disbursement of funds to contractors responsible for implementing the scheme on the ground.
