Tripura government has formed two committees to examine land-related issues in TTAADC and the merger of low-enrolment schools into quality residential institutions. Tipra Motha founder Pradyot Kishore Debbarma welcomed both decisions, highlighting indigenous land rights and educational development.

The Tripura government has constituted two separate committees to examine land-related issues within the Tripura Tribal Areas Autonomous District Council (TTAADC) and the proposed merger of schools with very low student enrolment into quality residential institutions. The decisions are being viewed as significant steps towards addressing concerns relating to indigenous land rights and improving educational opportunities in tribal areas.

Both committees were constituted through separate notifications issued by the state government on November 6. The developments followed discussions between the government authorities and Tipra Motha founder Pradyot Kishore Debbarma, who welcomed the decisions and described them as important initiatives for protecting the interests of indigenous communities and strengthening the education system in the autonomous council area.

According to the notification issued by the Revenue Department, the first committee will examine various land-related issues within the TTAADC area. The Secretary of the Tribal Welfare Department, Government of Tripura, will convene the committee, while the Chief Executive Officer (CEO) of TTAADC will serve as one of its members.

Other members of the committee include the Secretary of the Home Department, Secretary of the Revenue Department, Additional Secretary of the Revenue Department, Director of Land Records and Settlement, Principal Officer of Land Records and Settlements, TTAADC, and Principal Officer (Law), TTAADC.

Welcoming the government’s decision, Debbarma said through a social media post that the formation of the joint committee had been agreed upon during discussions with the concerned authorities.

He emphasised that the demand for addressing land rights was fundamentally connected with protecting the identity, rights and future of indigenous people. According to him, the initiative was not intended to target or oppose any particular community but to safeguard the interests of present and future generations.

Debbarma also stressed that dialogue, mutual understanding and cooperation should guide the entire process. He underlined the importance of consulting all stakeholders, listening to their concerns and finding appropriate solutions through constructive discussions.

In a separate notification issued on November 6, the Education (School) Department announced the formation of another committee to examine the merger of schools with very low enrolment under TTAADC into high-quality residential schools. The committee will also examine the rationalisation of teachers across the autonomous council area.

The Secretary of the School Education Department will convene the education-related committee. Its members include the Chief Executive Officer of TTAADC, Secretary of the Home Department, Director of Elementary Education, Director of the State Council of Educational Research and Training (SCERT), Additional CEO (Education), TTAADC, and Principal Officer (Education), TTAADC.

The committee is expected to examine the relevant issues concerning school consolidation, residential education facilities and the distribution of teachers to improve the overall quality of education in the tribal areas.

Debbarma also welcomed the initiative, describing the establishment of quality residential schools across TTAADC as an important step towards expanding educational opportunities for children.

In another social media statement, he said the demand for establishing residential schools had been among the important issues raised before both the state and Central governments during discussions over the past two years. He highlighted the need for improved school infrastructure, better learning environments and access to quality education so that children from tribal communities could compete at the highest levels.

He further stressed that investment in education and the creation of better opportunities for younger generations were essential for building a developed TTAADC.

The formation of the two committees comes shortly after the Village Committee (VC) elections in Tripura, in which the BJP and Tipra Motha contested jointly. Their joint electoral participation followed intervention by the BJP’s central leadership to facilitate reconciliation between the two parties, which had continued to engage in political competition despite being allies.

The BJP and Tipra Motha had joined hands ahead of the 2024 Lok Sabha elections. Subsequently, a tripartite agreement, popularly known as the Tiprasa Accord, was signed, becoming a major political issue in Tripura.

Implementation of the Tiprasa Accord and the protection of indigenous interests have remained central themes of Tipra Motha’s political campaigns over the past several years.

The latest government decisions on land-related concerns and educational reforms are therefore significant in the context of ongoing discussions surrounding the accord and the future development of the autonomous council area.

With two separate committees now in place, attention will turn towards their examination of the respective issues, consultations with stakeholders and recommendations for addressing land concerns and improving educational infrastructure across TTAADC.
