Telangana government has introduced the new Bhu Bharati (भू भारति) 2024 Bill in the state Assembly. The bill proposed to reform the existing Revenue system of Dharani for land records and land rights. State Revenue Minister P Srinivas Reddy introduced the Bhu Bharati-2024 Bill in the state Assembly last evening.

Highlighting the state’s commitment to protect land rights, the Minister described the bill as a transformative step in resolving decades-old land issues and safeguarding the rights of the common people. He emphasized that the Bhu Bharati-2024 Bill is not just a legislative reform but a promise to the people. He said the visionary framework replaces the outdated and controversial Dharani system, addressing its shortcomings while ensuring transparency, equity, and justice in land management. He said the Dharani system of 2020 created over a million unresolved issues, disrupted human relationships, and left many landowners voiceless. He further said that the Dharani system, imposed without public consultation, harmed more than it helped. He said the government is correcting these mistakes with Bhu Bharati and revealed that the proposed act was crafted after extensive public consultations, including feedback from farmers, retired officials, opposition parties and experts across 18 states. The bill aimed at simplifying the existing revenue provisions, resolving land disputes involving 18 lakh acres under the previous Dharani system. It also proposed to introduce Bhudhar (भूधार), a unique identification system for land, similar to Aadhaar for individuals. The Bhu Bharati will allow display of land records online and accessible to citizens anytime, ensuring accountability and providing grievance redressal tribunals for appeals and disputes.
