The Quad strengthened its Indo-Pacific cooperation in 2026 through three foreign ministers’ meetings in New Delhi, Manila and Atlanta, advancing shared priorities on maritime security, economic resilience, critical technologies, regional partnerships and humanitarian assistance despite delays in the leaders’ summit.

The Quadrilateral Security Dialogue (Quad) made significant progress in strengthening regional cooperation and advancing shared strategic priorities in the Indo-Pacific during 2026, with three foreign ministers’ meetings held in New Delhi, Manila and Atlanta, according to a report published by The Diplomat.

The report highlighted that the grouping, comprising India, the United States, Japan and Australia, adopted a more substantive approach to regional engagement this year, demonstrating greater clarity regarding its role in addressing emerging challenges across the Indo-Pacific region.

The Quad foreign ministers held their third meeting of 2026 last week on the sidelines of the G20 Foreign Ministers’ Meeting in Atlanta. The meeting followed earlier engagements in New Delhi in May and Manila in July, providing opportunities for member countries to strengthen coordination, finalise common priorities and advance previously announced initiatives.

Despite these regular diplomatic engagements, considerable attention has remained focused on the long-awaited Quad Leaders’ Summit, which is expected to take place in Manila later this month.

According to The Diplomat, the proposed summit has attracted considerable attention since the 2025 Quad Leaders’ Summit, originally scheduled to be hosted by New Delhi, did not take place. The upcoming meeting is particularly significant as it would be the first leaders-level gathering since US President Donald Trump returned to the White House.

The summit is also expected to provide greater clarity regarding the future direction of the grouping amid ongoing geopolitical conflicts, energy and technology supply-chain constraints, and discussions surrounding a possible G3 arrangement involving China, Russia and the United States to manage international spheres of influence.

However, the report observed that the Quad’s progress during 2026 should not be measured solely by the absence of a leaders’ summit. The three foreign minister-level meetings have already helped translate diplomatic commitments into practical initiatives, establish common priorities and expand engagement with regional partners.

One of the important developments highlighted during the year was the grouping’s increasingly clear position against economic coercion. The Quad also strengthened its engagement with Southeast Asian countries by referring to its members as ASEAN Comprehensive Strategic Partners.

During their July meeting in Manila, the four countries announced support for the practical implementation of the ASEAN Outlook on the Indo-Pacific (AOIP). The initiative focuses on several shared areas of cooperation, including maritime and transnational security, economic prosperity and security, critical and emerging technologies, and humanitarian assistance and emergency response.

The development reflects the Quad’s intention to strengthen cooperation with ASEAN and support a stable, peaceful and prosperous Indo-Pacific through regional partnerships and practical collaboration.

The joint statement released following the Atlanta meeting also provided updates on several initiatives discussed during the May meeting in New Delhi. These included the second Quad-at-Sea Ship Observer Mission, conducted in September 2026, and the second Indo-Pacific Logistics Network (IPLN) Tabletop Exercise, hosted by Japan’s Ministry of Defence during the same month.

These initiatives are aimed at improving coordination, strengthening operational cooperation and enhancing the ability of participating countries to respond to regional challenges.

The report noted that the Quad’s activities in 2026 demonstrated growing continuity in its diplomatic engagement and implementation of shared commitments. Regular foreign minister-level discussions have helped maintain momentum even as the leaders’ summit remains highly anticipated.

Overall, the grouping’s expanding regional engagement, focus on economic and maritime security, technological cooperation and humanitarian assistance indicate a broader approach to Indo-Pacific cooperation. The expected Manila summit could further clarify the Quad’s strategic direction and reinforce its commitment to regional stability and collective priorities.
