Seven major bills are listed for passing in the upcoming Parliament Monsoon Session 2025, covering taxation, education, sports, mining, and governance. The session, from July 21 to August 21, includes key amendments for ease of business, anti-doping laws, and IIM Guwahati recognition, among others.
The upcoming Monsoon Session of the Indian Parliament, scheduled from July 21 to August 21, 2025, promises to be a busy one, with seven significant bills listed for consideration and passing. In addition, eight other bills are expected to be introduced, considered, and passed during the 21-day session, which includes a break from August 12 to August 18.
The legislative agenda spans a wide range of sectors, including finance, commerce, education, sports, mining, and culture. This diverse portfolio of bills underscores the government’s commitment to reforming critical sectors and improving governance mechanisms across the board.
Focus on Tax Reforms and Ease of Business
Among the key bills is the Manipur Goods and Services Tax (Amendment) Bill, 2025, which seeks to amend the Manipur GST Act of 2017. Alongside this, the Taxation Laws (Amendment) Bill, 2025, and the Jan Vishwas (Amendment of Provisions) Bill aim to simplify tax regulations and promote ease of doing business in the country.
The Income Tax Bill, 2025, is another critical piece of legislation. Although it retains most provisions of the Income Tax Act, 1961 — including tax rates and offenses — the bill seeks to modernize the tax regime by simplifying legal language and removing obsolete clauses. Introduced in the Lok Sabha on February 13, 2025, this bill was referred to the Lok Sabha select committee and is now listed for final consideration and passing.
Education, Research, and Heritage Preservation
In the education sector, the Indian Institutes of Management (Amendment) Bill, 2025, proposes to include IIM Guwahati in the official schedule of the Indian Institutes of Management Act, 2017. This move acknowledges the institute’s growing stature and will bring it at par with other top-tier IIMs under national law.
Further, the Geoheritage Sites and Geo-relics (Preservation and Maintenance) Bill, 2025, aims to preserve sites and relics of national geological significance. By facilitating their declaration, conservation, and maintenance, the bill is poised to boost scientific research, education, public awareness, and geo-tourism.
Strengthening the Mining Sector
Another prominent bill on the agenda is the Mines and Minerals (Development and Regulation) Amendment Bill, 2025. This bill is designed to streamline the recovery of critical minerals, incorporate adjacent areas in a single mining lease to support deeper mineral exploration, and expand the authority of the National Mineral Exploration Trust. These changes are expected to bolster India’s mining sector, particularly in light of the global demand for rare and strategic minerals.
Promoting Sports Governance and Anti-Doping Compliance
Two important bills related to sports will also be introduced: the National Sports Governance Bill, 2025, and the National Anti-Doping (Amendment) Bill, 2025. The Sports Governance Bill is intended to enhance ethical standards in sports, support the welfare of sportspersons, and introduce mechanisms for dispute resolution and accountability within sports federations.
On the other hand, the Anti-Doping Amendment Bill seeks to bring India’s anti-doping laws in line with the World Anti-Doping Agency (WADA) Code and international best practices. A major highlight is the establishment of an independent National Anti-Doping Appeal Panel, ensuring fair and autonomous decision-making in doping cases.
Representation, Shipping, and Port Infrastructure
The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024, which has been pending in the Lok Sabha since August 5, 2024, is also on the docket. This bill focuses on providing reserved legislative assembly seats for scheduled tribes in Goa.

Additionally, key maritime and logistics-related bills — including the Indian Ports Bill, 2025, Merchant Shipping Bill, 2024, and the Coastal Shipping Bill, 2024 — are expected to be discussed and passed. These bills aim to modernize India’s coastal and maritime infrastructure, contributing to the growth of the blue economy and trade efficiency.

With 21 sittings planned during the Monsoon Session, lawmakers are expected to deliberate on reforms with wide-reaching implications.
