India’s National Security Advisor Ajit Doval on Tuesday underscored that national security is not confined to military or police forces but is a shared responsibility of every citizen. His remarks came during the fifth convocation ceremony of Rashtriya Raksha University in Gujarat, where he was conferred an honorary doctorate by President Droupadi Murmu.

Addressing graduating students and faculty, Doval highlighted that the true strength of national security lies in the morale of the nation and the awareness of its people. He stressed that relying solely on military capability or technological advancement is insufficient in addressing modern security challenges.

“National security is not only the responsibility of the army or police, but a collective responsibility of the entire nation,” he said, emphasizing that public participation and vigilance are crucial in safeguarding the country.

Doval also pointed out that professionals working in the security domain must combine strong ethical character, updated knowledge systems, and a results-oriented mindset. According to him, the rapidly evolving nature of threats—especially those driven by technological transformation—demands continuous learning and adaptability.

He warned that the stakes in the field of security are absolute, leaving no room for complacency. “There is no concept of a silver medal in security; there is either victory or defeat. If you win, the nation is safe; if you lose, the existence itself is at risk,” he said. He urged students to remain committed to national service with discipline, preparedness, and dedication.

Doval further explained that national security extends beyond traditional defense institutions. It encompasses multiple dimensions of national life, including governance, societal awareness, and coordination among various sectors. He noted that ethical responsibility and collective effort are essential for ensuring effective outcomes in this domain.

Highlighting the role of academic institutions, Doval praised Rashtriya Raksha University as a forward-looking initiative aimed at strengthening India’s security ecosystem. He said the university represents a long-term institutional vision to equip future professionals with expertise in policing, strategic studies, and emerging security technologies.

The event also saw Gujarat Chief Minister Bhupendra Patel emphasize the growing importance of specialized education in national security. He stated that Rashtriya Raksha University has emerged as a key institution in enhancing India’s capabilities in areas such as policing, cybersecurity, and technological innovation.

“Rashtriya Raksha University is contributing significantly to India’s security ecosystem by preparing trained professionals equipped with modern knowledge, technological understanding, and specialised skills required in today’s security environment,” Patel said.

He added that the university’s focus on advanced technology, strategic affairs, and cybersecurity aligns with the country’s broader national priorities. Patel also highlighted the increasing participation of women in security and technical disciplines, describing it as a positive sign of inclusivity and progress.

Gujarat Governor Acharya Devvrat echoed similar sentiments, urging young graduates to dedicate themselves to national service with discipline and a strong sense of responsibility. He emphasized the importance of youth power in shaping the nation’s future and called on students to contribute to national security with patriotism and commitment.

“With dedication, sacrifice, and sincerity, young professionals must fulfill their duties and contribute to national development,” the Governor said.

He further noted that the strength of the nation ultimately depends on the character and discipline of its youth entering critical sectors such as security, governance, and public service.

Referring to major policy decisions, the Governor mentioned the Abrogation of Article 370 as a historic step that demonstrated strong political will and contributed to strengthening internal security and national integration. The convocation ceremony concluded with a call for students to remain committed to truth, discipline, and national duty. Doval’s message reinforced the idea that in an increasingly complex global environment, national security is a shared mission that requires collective awareness, resilience, and unwavering dedication from every citizen.
