India has called for imposing a serious cost on nations promoting cross-border terrorism. India’s Permanent Representative P. Harish told the UN Security Council that it is essential to respect some fundamental principles, including zero tolerance for terrorism, to promote international peace and security. He described Pakistan as a serial borrower steeped in fanaticism, contrasting it with India’s model of democracy and development.
 
Speaking at the Council’s open debate on Multilateralism and Peaceful Settlement of Disputes, Harish said  Operation Sindoor was paused following a direct request from Pakistan’s Director General of Military Operations. Rejecting the claims about US President Donald Trump’s Mediation, India’s Permanent Representative to the UN, stated that the operation was paused after achieving its primary objectives and was paused at Pakistan’s request. He stressed that Operation Sindoor, launched in retaliation for the Pahalgam Terror attack, was focused, measured, and non-escalatory, aligning with UN calls for accountability.
 
Harish reiterated that there was no US mediation or trade deal involved in the ceasefire. He referenced a phone call between Prime Minister Narendra Modi and President Trump, in which Prime Minister Modi made it clear that no such agreement or mediation had taken place.
 
He said that India’s External Affairs Minister and Pakistan’s top military official also confirmed that the ceasefire was initiated after a direct request from Pakistan’s military leadership.
 
On the Indus Waters Treaty,  Harish made it clear that it was suspended until Pakistan ends its support for terror. He also criticised Pakistan’s UN conduct, stating it was inappropriate for any Council member to “offer homilies” while enabling terrorism. Highlighting the changing nature of conflicts, Harish called for national ownership in dispute resolution, emphasised reforms to the UN Security Council, and noted India’s role in bringing the African Union into the G20.
