Dr. Bibhas Kanti Kilikdar,  retired judge and an eminent academic  has been appointed as the new Lokayukt of Tripura. He will take over charge from the incumbent Lokayukt K N Bhattacharjee.

Dr Kilikdar is likely to take charge in August next.

Dr Kilikdar who is presently a member of the NSA, Advisory Board, PITNDPS Advisory Board, COFEPOSA Advisory Board was also at a point of time member of the TPSC.

He is considered the authority on tribal customary laws.

Dr Kilikdar who started his career as a school teacher and then joined the Tripura Judicial Service—where he spent 21 years- was a renowned legal expert and author.

He had several publications in his kitty of which most celebrated was the “Customary Laws and Practices- Riangs of Tripura” which happened to be the first and only published book on customary Laws and Practices of the Tribes of Tripura. It was when published as a thesis had been highly appreciated by the National and Foreign Universities.

State government had constituted one man Committee with him for codification of Tripura Enactments since 1950 till 2002. Successfully completed the task and 2 (two) vols. (Code of Tripura Enactments Vol.I as II) already published by the Law Department, of the state government.  

He had also authored the Compendium of Statutory Rules under Tripura State Acts, Tripura of Eighteenth Century with Samsher Gaji against Feudalism (published by the Directorate of Research, Govt. of Tripura in 1995, this book contains a pictorial description of Tripura during 18th century),  Code of Tripura Enactments, Vol.I 86 Vol.II published by the Law Department, Govt. of Tripura, in 2002 & 2003 respectively, Disciplinary Matters as Departmental Proceedings published by the SIPARD,  Tripura Sekal- Ekal (in Bengali),  Standard Guide to T.C.S as other Allied Services Examinations with special reference to Tripura. He also writes regularly on various subjects in various newspapers, magazines and other platforms.

During his long career the Chairman of the Tripura State Committee of Sri Aurobindo Society , an international Socio- spiritual organization and non-Govt. Consultative Member of UNESCO, Dr Kilikdar  was member of several organizations -governmental an non-governmental –which include Advisory Committee for framing of draft Rules under Juvenile Justice (Care & Protection of Children) Act, 2015,  State Level Advisory Board, Social Welfare & Social Education Department, Legal Advisory Group, Tripura Bio-Diversity Board, Consultant/Faculty Member, Tripura Law Training Institute & Research Centre, State Level Master Trainer for training of Returning Officers, Asstt. Returning Officers of Tripura under Election Commission of India, Legal expert of the TTAADC for tribal customary laws, Expert Advisor, of Tripura Public Service Commission & Tripura Central University, Member, Grievances Redressal Committee, Tripura Central University, Indian Red Cross Society and served as the Vice President, Life Member, Indian Red Cross Society and served as the Vice President, Indian Red Cross Society, Tripura as well as guest faculty of several important government institutions.

Dr Kilikdar is also Vice President , Srimad Bhagawat Geeta Prachar Sangha, Tripura and involved with the Kalyan Ashram.

Dr Kilikdar’s one daughter is a TCS officer while the other is a Judicial officer. His wife Krishna Bhattacharjee is a retired teacher.
