Tripura Launches ‘Dharti Aba Janbhagidari Abhiyan’ to Boost Tribal Welfare Participation Across the State
In a major push to bring tribal communities closer to the benefits of government welfare schemes, the Tripura government is set to launch a 15-day state-wide outreach campaign titled “Dharti Aba Janbhagidari Abhiyan”. The initiative, which will run from June 15 to June 30, aims to ensure saturation of services among Scheduled Tribe populations across rural and remote areas of the state.

The campaign will be formally inaugurated at Pragya Bhavan, Agartala on Sunday by Tribal Welfare Minister Bikash Debbarma. The event will mark the beginning of a coordinated, door-to-door effort to identify, register, and empower tribal beneficiaries across all 52 blocks of Tripura.
Addressing the press on Saturday, Subhasis Das, Director of the Tribal Welfare Department, said the initiative is an extension of the larger Dharti Aba Janjatiya Gram Utkarsh Abhiyan (DAJGUA)—a national mission launched by Prime Minister Narendra Modi on October 2, 2024, coinciding with Mahatma Gandhi’s birth anniversary.
“The national DAJGUA program covers over 63,843 villages across 549 districts in India and is designed to uplift more than 5 crore tribal citizens by bridging the gaps in access to education, health, livelihoods, and basic infrastructure,” Das stated.
Tripura’s share under this campaign is substantial. According to Das, 775 Gram Panchayats and Village Committees, spanning 392 revenue villages, will be directly impacted by the 15-day campaign. More than 20 different government departments are involved in ensuring a wide array of services reach the last-mile beneficiaries.
The state-level campaign also aligns with ‘Janajati Gaurav Varsha’, which celebrates the 150th birth anniversary of Bhagwan Birsa Munda, the legendary tribal freedom fighter and social reformer. In keeping with his legacy, the campaign focuses not just on delivering services, but also on fostering awareness and active participation within tribal hamlets.
As part of the Janbhagidari Abhiyan, multi-service camps will be set up in each targeted village to facilitate on-the-spot delivery of key documents and benefits. These include:

Aadhaar Cards, Ration Cards, Caste Certificates, and PRTCs

Ayushman Bharat (PM-JAY) health cards

Jan Dhan bank accounts, Kisan Credit Cards (KCC)

Enrolment under PM-KISAN, PMJJBY, PMSBY, and other insurance schemes

Vaccination services, ICDS (Integrated Child Development Services), and nutrition support

Access to various state and centrally sponsored welfare and financial assistance schemes
Director Das highlighted the significant milestones already achieved under DAJGUA in Tripura since its rollout last year.
“We’ve sanctioned Rs 280.99 crore for hostels, educational centers, and tribal welfare infrastructure. Additionally, Rs 14.28 crore has been allocated for constructing 119 new Anganwadi Centres. We’ve also approved Rs 21.12 crore for fishery development across 28 hectares, and Rs 249 crore for Samagra Shiksha Abhiyan hostel development,” he informed.
Further, under the Mission for Integrated Development of Horticulture, Tripura received Rs 22.36 crore, while Rs 242.37 crore was spent to electrify 7,677 tribal households and 512 public facilities.
Das added that the Jal Jeevan Mission has also made significant progress among tribal populations, with 82 percent of tribal households now connected to piped water, and 35 villages achieving 100 percent tap water coverage.
As part of its healthcare initiatives, 24 Mobile Units have been deployed under PM JANMAN, and additional Mobile Medical Units (MMUs) are being planned for geographically remote tribal belts where access to hospitals is limited.
Minister Bikash Debbarma, in his public message, described the campaign as more than just a bureaucratic exercise.
“This is a humanitarian mission that underscores our government’s commitment to the inclusive development of tribal communities. Every tribal citizen must feel seen, heard, and included in the journey of progress,” the Minister said.
The campaign will also include a range of community-based events such as village sabhas, quiz contests, painting competitions, health check-up drives, and awareness meetings aimed at encouraging mass participation.
Significantly, the campaign has a deadline-driven urgency: it seeks 100 percent saturation of eligible beneficiaries under all targeted schemes before DAJGUA’s first anniversary on October 2, 2025.
Officials have urged tribal residents to actively attend the camps and avail themselves of the free services and scheme enrolments. The Dharti Aba Janbhagidari Abhiyan is being seen not just as a service delivery mechanism, but a historic opportunity to unlock a new chapter of development and dignity for Tripura’s indigenous communities.
