CM Reviews Land Governance; Emphasizes Zero-Tolerance Against Irregularities, More Jobs In Pipeline

 Tripura Chief Minister Prof. (Dr.) Manik Saha today chaired a crucial meeting of the State-Level Advisory Committee under the Revenue Department, held at the State Secretariat. The meeting focused on critical land-related matters, including proposals for the diversion of water bodies and the sale and transfer of government-allotted land.

The high-level meeting was attended by Revenue and Tribal Welfare Department Secretary Brijesh Pandey, Law Department Secretary Sanjay Bhattacharya, and other senior officials. All District Magistrates and Collectors from Tripura’s eight districts participated virtually via video conferencing.

A total of 149 proposals were reviewed by the committee. These included 61 applications seeking permission for waterbody (pond or reservoir) diversion and 88 applications for the sale or transfer of allotted land. The proposals were tabled for evaluation, with an emphasis on ensuring legal compliance and transparency in every step.

During the meeting, the Chief Minister directed the district administration to strictly implement land revenue laws and follow established rules and procedures while processing applications. He warned that under no circumstances should land laws be violated, especially in matters relating to agricultural land and waterbody diversion, as these have long-term implications for the environment and food security.

To ensure thorough scrutiny of land sale applications, the meeting resolved to form sub-divisional level committees headed by the respective Sub-Divisional Magistrates (SDMs). These committees will include medical officers and other relevant officials to independently verify the authenticity, necessity, and legality of each application through a transparent process.

CM Saha reiterated that the state government follows a “zero-tolerance policy” toward any illegal land activities. He emphasized that no compromise will be made on issues involving land allotment misuse, unauthorized sale, or diversion.

The Chief Minister also reviewed the progress of reforms announced during the last advisory committee meeting held on December 4, 2023. Following his previous directives, the Revenue Department has initiated a series of institutional strengthening measures:

  • Recruitment approvals have been issued for 14 Revenue Inspectors, 164 Tahsildars, 10 Junior Surveyors, 29 Amins, and 37 Muhurris. The recruitment process is already in progress.

  • Steps have been taken to create over 200 new posts for various key positions in the Revenue Department, including System Analysts, to boost administrative capacity.

  • In a move to digitize land records and improve transparency, the government is working to upload registered document and inheritance information online, enabling prospective buyers to verify ownership and succession history before any transaction.

  • Every land parcel in the state is being assigned a 14-digit Unique Land Parcel Identification Number (ULPIN) for better tracking, documentation, and identification.

  • The state has completed a cybersecurity audit of 12 major software platforms used in land and revenue services, including:

    • e-Jami (land records),

    • Tripura Web Map,

    • Court Monitoring System,

    • Land Services Portal, and

    • National Generic Document Registration System (NGDRS), among others.

These technological enhancements aim to protect citizens’ land data, prevent fraud, and increase accountability in the land administration system.

A press release from the Revenue Department noted that these initiatives are part of the state government’s ongoing commitment to making land governance in Tripura more transparent, citizen-centric, and legally compliant.

By strengthening institutional mechanisms and streamlining processes, the government hopes to eliminate bottlenecks and ensure equitable service delivery to all citizens, especially in rural and tribal-dominated areas.
