Cockroach Janta Party (CJP) founder Abhijeet Dipke has been granted conditional bail by a Delhi court following his arrest over the proposed ‘Lehra Do Tiranga’ rally at Connaught Place. The case involves protest permissions, preventive detention and peace bond conditions.
Cockroach Janta Party (CJP) founder and convener Abhijeet Dipke was granted conditional bail by a Delhi court on Saturday following his arrest in connection with the party’s proposed ‘Lehra Do Tiranga’ rally at Central Park in Connaught Place. According to the Delhi Police, Dipke was released after signing a peace bond before the Special Executive Magistrate court.
The development came amid heightened security in central Delhi ahead of the rally, which the CJP had planned to hold at Central Park at 5 pm on Friday, October 16. The New Delhi Municipal Council (NDMC) had denied permission for the proposed gathering.
CJP Legal Affairs Head Ratna Singh confirmed Dipke’s release in a post on social media platform X, writing, “Abhijeet Dipke released.”
According to the police, Dipke signed a peace bond as part of the conditions associated with his release. CJP leaders Saurav Das and Ashutosh Ranka had also signed similar bonds when they were released following their detention ahead of the proposed October 16 protest.
Earlier on Saturday, Singh had raised concerns over delays in the court proceedings. In a post on X, she questioned why the hearing, which was expected to take place at noon, had not started by 3:38 pm. She called for the release of Dipke, Das, Ranka and other detainees, arguing that delays in the process should not unnecessarily affect people’s liberty.
Dipke was detained on Friday while travelling to join the proposed protest rally at Connaught Place and was subsequently arrested. The police had tightened security arrangements across central Delhi in anticipation of the gathering.
All India Students’ Association (AISA) president Neha Bora was also detained near Mandi House during the security operation. She was released shortly after being detained, according to the report.
The proposed ‘Tiranga Assembly’ was organised under the CJP’s ‘Lehra Do Tiranga’ campaign. However, the gathering could not proceed as planned after the NDMC refused permission. Authorities cited restrictions governing public gatherings at the location.
Ahead of the rally, Delhi Police had served Dipke two notices informing him that Connaught Place was not a designated protest site and that the municipal council had not authorised the proposed Tiranga Yatra.
One notice was issued on behalf of the New Delhi district authorities under the Delhi Police Act. It directed individuals not to visit Central Park while restrictions under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) were in force.

A second notice was issued by the South West Delhi authorities. It referred to the earlier preventive detention of Dipke and CJP co-conveners Ashutosh Ranka and Saurav Das at the airport, followed by their production before a court.
According to the authorities, the three had previously been placed under a legal undertaking requiring them to refrain from causing public disturbances for a period of one year. The latest action came against this background of earlier restrictions and the administration’s concerns over the proposed gathering.

The case has drawn attention to the restrictions imposed on the proposed rally, the police response and the legal procedures followed after the detention of the party’s leaders. Dipke’s conditional bail followed his signing of the peace bond, as confirmed by the Delhi Police.
Further details regarding the precise conditions of his bail were not provided in the available report.
