Tripura’s reform-driven governance model gained national attention this week as a high-level delegation from the Government of Tripura visited Patna to participate in a one-day Knowledge Transfer and Experience Sharing Programme. Hosted at the invitation of the Chief Secretary of Bihar, the event underscored Tripura’s leadership in compliance reduction, deregulation, and ease of doing business reforms.

The programme, held at the historic Old Secretariat Bhavan in Patna, brought together senior bureaucrats from both states to exchange insights on policy innovation, regulatory simplification, and digital governance frameworks. The interaction highlighted how Tripura has emerged as one of India’s most progressive states in implementing deregulation reforms aligned with national priorities.

Tripura has earned national recognition for becoming the first Indian state to fully implement all 23 priority areas under Phase-I of the Compliance Reduction and Deregulation exercise initiated by the Government of India. This achievement places the state at the forefront of regulatory reforms aimed at reducing bureaucratic hurdles and fostering a business-friendly environment. The Cabinet Secretary of India has formally commended Tripura’s pioneering efforts and encouraged the state to sustain its reform momentum under Phase-II.

Further reinforcing its leadership position, Tripura secured a Joint No. 1 ranking in Deregulation 1.0, alongside Odisha and Uttar Pradesh, marking a significant milestone in cooperative governance and administrative efficiency.

The Tripura delegation was led by Chief Secretary J K Sinha and included senior officers such as Kiran Gitte, IAS, Secretary of Industries, and Abhishek Singh, IAS, Secretary of Urban Development. Officials from the Industries Department and members of the SWAAGAT implementation team were also part of the delegation. The meeting was attended by the Chief Secretaries of both Tripura and Bihar, along with senior Bihar officials involved in deregulation and Business Reform Action Plan (BRAP) initiatives.

During the session, Tripura officials presented a detailed account of the state’s reform journey, outlining strategic planning, inter-departmental coordination, and execution mechanisms that enabled timely and effective implementation. A major highlight of the presentation was SWAAGAT, Tripura’s State Single Window Portal, which has become the cornerstone of the state’s deregulation framework.

SWAAGAT integrates multiple departmental workflows into a unified digital platform, ensures transparency, and delivers time-bound online approvals for businesses and investors. The system has significantly reduced regulatory complexity and approval timelines, enhancing investor confidence and administrative accountability.

The delegation also showcased the role of iLogitron Technologies Pvt. Ltd., a Tripura-based start-up that developed and maintains the SWAAGAT platform. Project Director Abhishek Dhar and Technical Director Debasish Dhar explained the portal’s technical architecture, scalability, and alignment with national e-Governance standards. SWAAGAT is now recognized as a national best practice in digital public infrastructure.

Discussions further explored the potential transfer and adaptation of SWAAGAT’s technology framework to Bihar, reflecting a strong spirit of cooperative federalism and inter-state collaboration. The programme concluded with a state-hosted lunch by the Bihar government, symbolizing strengthened institutional ties and a shared commitment to citizen-centric governance and ease of doing business reforms.
